Research On The Optimization Of The "troika" Coordination Mechanism In Shanghai Urban Community Governance

Contemporary China is gradually transforming from the original administrative integration to the government,market and society,that is,the structural system in which the public domain,the private domain and the third domain coexist.In this process,the importance of grassroots community construction is particularly important.Xi Jinping pointed out: "Shanghai Street has canceled the function of attracting investment,and has no side to heart,but also has more energy to do good service.The grassroots level is the foothold of all work,and the focus of social governance must be implemented in urban and rural communities." The implementation of the "1+6" document,the institutional mechanisms and governance methods of grassroots work have undergone profound changes,and the shift of focus from "management" to "governance" is being realized.The key to strengthening and innovating grassroots social governance is to adapt to the new situation and new changes of urban communities,focus on governance optimization,and innovate synergistic governance mechanisms to resolve conflicts and promote development.Taking Jiaxing Road Street Residential Quarter in Hongkou District of Shanghai as an example,this paper comprehensively and deeply analyzed the “Troika” collaborative governance mechanism of the community neighborhood committee,the industry committee and the property company through a large number of investigations and field visits.Jiaxing Road Street has established a joint conference system for residential quarters,set up a joint conference platform for directors of industry committees,a salon of industry committees,formed a coalition of property enterprises,and third-party organizations have intervened in the comprehensive management affairs of residential quarters,changing the streets and residences under the traditional system.Encourage the large-scale participation of large-scale enterprises,encourage the multi-participation of community governance entities,improve the enthusiasm of owners to participate in community governance,realize resource sharing and work linkage within the community,optimize the comprehensive management efficiency of the community,promote the development of urban grassroots governance,and enhance social governance.Ability to enhance the vitality of social development.However,from the perspective of relevant theories,community governance still faces management dilemmas,mainly as follows: relevant laws and regulations need to be improved,owners' autonomy needs to be strengthened,the professionalism of the staff of the industry committee needs to be improved,and the concept of property management companies needs to be changed.In order to solve these problems,by learning from the mature development experience of other regions,the development direction of the “Troika” collaborative management of neighborhood committees,industry committees and property service enterprises will be proposed in the future.In order to build a community governance structure in the city's grassroots community,a specific public affairs as the governance content,government administrative organizations and various mass autonomous organizations to effectively cooperate with modern urban management to make suggestions.
