Residential District The Owners' Committee Involved In The Plight Of The Community Governance

In the progress of the housing system reform, personal housing of town privatize and community moving towards autonomy,the community is already become a strategic political space of state building. As community building and community governance moves deeper, the emergence of Tenement-owner committee and owners'right-protecting action has become a highlight.Whether the Tenement-owner committee is becoming a building block in the community governance? In the China's macro-background of social transition, this thesis tries to analyze the relationship of Tenement-owners Committee, Residents Community and Property Services Company in the community governance.The thesis elaborate the Tenement-owners Committee's origin and development, analyze its function in the community governance, then concluded that the Tenement-owner committee inevitablly participate in community governance, it's the inevitable trend that the Tenement-owner committee push the transformation of community structure from authority control to interest reconciliation.With the state policies and regulations continuous issued and heated discussion in academic, its showing the attention on Tenement-owner committee and its importance. But in the actual situation, the Tenement-owner committee can't play an important role,even can't work. So this is the significance of this research.Though the author investigated in dozens of communities in Changsha and interviewed with ralevant administative departments, the thesis objectively reflects the situation of the Tenement-owner committee in Changsha, analyzes its function and dilemma in the community governance.Using the system path dependence theory and agency theory in economics, the thesis anlyzes the plight of Tenement-owner committee, and puts forward countermeasures and suggestions,then promotes the health and rapid development of our community governance.
