Research On The Management Mechanism Of Shanghai Municipal Government's Hotline

As an important means and mode of urban management,the government hotline is a new way to provide public services and gradually assumes the role of public service provider,public interest coordinator and public rights supervisor in the current social development.The research on the government hotline is helpful to broaden and deepen the field of public management.On the one hand,the government hotline can enable government departments to timely and accurately grasp social conditions,optimize the allocation of government resources,and improve the efficiency of government management.On the other hand,residents can get more effective public services through the government hotline,improve public participation and supervision,and timely resolve social conflicts.At the same time,Shanghai as one of China's economy developed areas in social construction,economic development and people's livelihood security,etc,in order to obtain a certain achievement and rich experience,but compared with other cities in the developed countries,and the Shanghai government hotline work late start,how to further perfect the construction of government hotline,give full play to the government hotline efficiency has become a social governance,and strengthen the important respect of urban management.Among the numerous government hotlines in Shanghai,962121 property management hotline was established by Shanghai housing security and housing administration bureau in 2007.It is mainly responsible for accepting the maintenance,complaints and policy consultation of the property within the scope of the whole city's residential communities,solving the "urgent,difficult and worrying" livelihood problems,improving the living environment,and supervising the level of property management industry.In urban management,the property contradiction is the most prominent livelihood issues,the property hotline efficiency play well,is also the most direct manifestation of government management.This paper mainly USES literature research method,comparative analysis method,questionnaire method and data analysis method to collect,summarize and analyze the direction,content and significance of the paper.Logical thinking:collection,analysis,summary and proposal.The whole process is to list the research keywords first,and then collect a large number of domestic and foreign research literature through keywords,analyze and study the research situation,and summarize the research experience and results.Second,according to this article research goal and direction,to summarize the basic situation to formulate the corresponding questionnaire,data analysis through the questionnaire survey result and analysis of probability,at the same time,analysis the relevant data of property hotline,such as to accept the quantity,the jurisdiction,the focus of appeal,disposal of aging,residents' satisfaction and so on,to prove that the property line in assisting the government in management of city,the data basis of solve the contradictions of the appeal.Thirdly,I will apply the management theories I have learned and analyze the theories embodied in the urban management of the government hotline,and solve the problems of the shortcomings of the government hotline in the urban management through the theory.Finally,make a self-evaluation of this paper,summarize the limitations of this paper,and contribute to the research direction and ideas of this paper in the future management.
