With the development of China's economy and the demand for public service and the promotion of public service,the public service function of the government is becoming more and more important.Combining with the grid management mode and government service hotline construction,starting from the optimization of public service perspective,in-depth study on the construction of typical domestic government hotline of Ji'nan "12345" government service hotline,through interview method,case study method,literature research,questionnaire survey method,and comparative analysis method,the Ji'nan city government service Hotline "12345" the development situation,problems and reasons were studied and discussed,and puts forward some suggestions to perfect Ji'nan City 12345 public service hotline,to obtain the beneficial enlightenment.There are six chapters in this paper.The first chapter recommends the background and significance of hotline research.Based on the literature review,this article summarizes the ideas and technology roadmap of this article,laying the groundwork for future research.The second chapter defines the concept of this paper,and briefly introduces the theoretical basis of this paper(new public management theory,service-oriented government theory,public choice theory).The third chapter introduces the specific situation of the development of the Ji'nan municipal government service hotline.The fourth chapter combines all kinds of situation in the "12345" hotline work discovered by the author,using case study method,interview method,questionnaire survey method of Ji'nan city government service hotline "12345" development of a comprehensive understanding and research,summed up the problems of the masses(the enthusiasm is not high,the integration of resources to the hotline to further improve the service quality to be further improved,the deep factor analysis)behind the problem(institutional factors,location factors,civic awareness factors,explore the factors to upgrade).The fifth chapter,through the literature research method,summarizes the successful experience of the hotline construction and the typical practice of hot line at home and abroad.The work of the first five chapters is a study of the "12345 hotline" in Ji'nan.We should increase people's sense of acquisition and further improve Ji'nan's "12345" government service hotline.The sixth chapter on the basis of the research put forward to further strengthen the quality of personnel;scientific management team,to further enhance the "public service" consciousness,"party" as a guide,play the role of the grid;further strengthen the system construction,establish a sound long-term mechanism;further strengthen departmental interaction,increase the integration of resources to further develop the third sector efforts;effect of improving public service efficiency;strengthen the grid construction,create a healthy atmosphere of governance;more precise positioning of hotline work,continue to promote the seven aspects of the rule of law construction proposal.
