Research On The Government's Role In The Coordinated Development Of Beijing-Tianjin-Hebei

Since the reform and opening up,China's economy and society have been growing on a high speed,and the agglomeration effect of developed areas is evident.The Pearl River Delta Economic Circle,the Yangtze River Delta Economic Circle,and the Bohai Rim Economic Circle have gradually formed.According to the comprehensive index analysis of the "China Urban Agglomeration Development Index Report(2013)",Bohai Rim Economic Circle is relatively lagging behind.The coordinated development of Beijing-Tianjin-Hebei has evolved from the Bohai Rim Economic Circle.The Bohai Rim Economic Circle was a concept put forward in the 1980 s,and in 1992 the Outline of the Economic Development Plan for the Bohai Rim Region was issued.In 2004,with the increasing interaction among the three places,decision-making body of the Beijing-Tianjin-Hebei area reached the "Langfang Consensus" and proposed the concept of "Beijing-Tianjin-Hebei integration".In February 2014,General Secretary Xi Jinping formally proposed the coordinated development of Beijing-Tianjin-Hebei and promoted it as a national development strategy.He put forward 7 requirements for the development,and pointed out that the Beijing-Tianjin-Hebei region has shifted in transportation,ecology,and industry.in advance,which has seen the primitive change.This article is based on the current situation of the coordinated development of Beijing-Tianjin-Hebei,and aapplies the five development concepts of the guiding ideology of regional coordinated development in the new period to analyze,discover the problems existing in the government's coordinated development of Beijing-Tianjin-Hebei,and propose corresponding paths.This article is divided into six parts: the first part is the introduction,which introduces the research background,literature review,research significance,research ideas and methods.The second part is the concept definition and theoretical basis,which elaborates the conceptual relationship between coordinated development and coordinated development.The five concepts related to the five development concepts in the new period are defined,and the cause-effect cycle theory,growth pole theory,and government intervention theory are summarized.The third part studies the current status of the coordinated development of the Beijing-Tianjin-Hebei region,focusing on the integration of transportation and ecology in the past half-decade.The results of the solid promotion of industrial transfer are discussed,and the deficiencies and challenges of public services and innovation capabilities in the area are expounded.The fourth part demonstrate of which the role of the government in the coordinated development of the Beijing-Tianjin-Hebei.Area the problems are administrative dilemma,market dilemma,synergy dilemma,and urban-rural dilemma.Part V addresses the above existing conditions and problems,and proposes a path for the government to play an effective role in the coordinated development of Beijing-Tianjin-Hebei.The sixth part is the summary of the whole thesis and gives the research conclusion according to the above five parts.
