Research On Citizen Participation In Local Government Performance Evaluation

The new public management movement has promoted the rise of government performance evaluation.As one of the public management reforms,citizen participation in government performance evaluation has become the focus topic in the field of public management all over the world.After the introduction of the concept of performance evaluation in China,governments at all levels in the country have gradually increased their attention to government performance evaluation and have carried out various performance evaluation practices.Citizen participation,as an important part of performance evaluation,has also been widely introduced by governments at all levels.Citizen participation has also become one of the effective means to innovate government management methods in our country.More and more citizens participate in government performance evaluation activities spontaneously or passively,and citizens have higher and higher requirements for the index of citizen satisfaction.However,The performance evaluation in China is still in the initial stage of exploration,and there is no ready-made experience in line with China’s national conditions for us to learn from.Therefore,citizen participation needs to slowly precipitate and sublimate in practice in the early,middle and late stages of government performance evaluation.Based on the new public management theory and government performance management theory and other related theories,this paper summarizes the current situation of L district citizens’ participation in government performance evaluation through questionnaires.The first is to read the relevant academic research results at home and abroad,sort out the relevant public management theories of citizen participation in government performance evaluation,define the core concepts,and summarize the theoretical basis.The second is to summarize the necessity of citizen participation for citizens themselves and the government.It can be seen that promoting the level of citizen participation in government performance evaluation is not only an inevitable requirement for citizens to safeguard their own interests and realize their own values,but also an inevitable choice for the government to enhance its credibility and build a service-oriented government.Only through citizen participation in government performance evaluation can the dialectical unity of government performance and citizen satisfaction be achieved.The third is toanalyze the problems in district l,and to make in-depth analysis on the causes of the problems.finally,aiming at the problems in district l,this paper puts forward suggestions on the common problems in China local governments from the perspectives of citizen consciousness,system and resource guarantee,etc.in order to provide theoretical support and help for the promotion of citizen participation in local governments in our country in the future,and to allow citizens to participate scientifically and effectively in the performance evaluation of government so as to improve the performance evaluation level of local governments in our country.
