A Study On Chinese Public Participation In Local Government Performance Evaluation

Since the reform and opening up to the outside world, Chinese government has attached to the administrative efficiency problem. During the practice of administrative reform, as the leading management way, performance assessment is the effective way to improve government’s working efficiency. The standard of the government performance assessment is satisfying the demands of the public. At the period of the structural reform and the transitional of the local government, the public have been infused their enthusiasm to take part in the country’s political affairs, as the principal status. The public is taking part in the government performance assessment for ensuring the performance assessment can be scientific and valid. For many years, the scholars and the local government are searching the way how the public is taking part in the government performance assessment, and they never give it up. It has made certain achievements. But the researching of the theories is still not long; the government is still working on in. There are many question, first there is not any standard in the process of the public participation, the public has not passion on in, the way to take part in is not perfect. Because of these entire questions, the performance assessment has been useless. Considering of all these reasons, we must establish the opening and effective way, let the public participate in the performance assessment, fostering a good government image, infusing the public’s enthusiasm, establishing a reasonable feedback system and responsibility system. It is the best way for the local government,There are few parts in the paper. The first part is the introduction. It discussed the background of the public participation of local government performance assessment, and introduced the researching ideas, ways and the meanings of the researching. The second part is the researching of the theories. In this part, it discussed the concept of "the performance","the government performance assessment","performance assessment","local government performance assessment","the public","public participation" and "the public participate in local government performance assessment", and compared the research of foreign scholars with the domestic scholars’research. The third part is discussing the necessary of the public participation and the public participate in local government performance assessment. The forth part is the history of the public participation and the public participate in local government performance assessment. After the researching and the analyzing there are some questions of the public participate in local government performance assessment. The fifth part is analyses why there are those questions. The sixth part, it’ll put forward the proposals and suggestions. At last, I will summarize the whole paper and put forward of the future.
