Research On The Problems And Countermeasures Of County-level Government Affairs Network Public Opinion Governance

With the unprecedented vigorous development of Internet and mobile intelligent terminal in China,the network has become one of the important ways of social public opinion dissemination.The network has become another heavyweight media platform comparable with traditional media such as TV,newspaper,radio,etc.In recent years,the occurrence of public opinion on the government network has a growing impact on the work order of the government and the stability of social life.With the rapid economic development of the county government and the vigorous implementation of the Rural Revitalization Strategy,a series of prominent social contradictions such as land acquisition compensation,house demolition,environmental pollution and so on have been triggered.The masses will express their demands and dissatisfaction through the network,which is very easy to form the public opinion of the government network.As the front line of contacting people,the county government is facing the double pressure of "online and offline" when dealing with these social contradictions.How to effectively manage the public opinion of government network of local county-level government has become a practical problem that must be faced.In this paper,a county in Shandong Province as an example of the county-level government network public opinion governance research.First of all,the relevant concepts are defined and the perspective of governance theory is expounded.Secondly,it analyzes the characteristics of a county's network public opinion,the challenges faced by a county's network public opinion governance and the basic methods of a county's network public opinion governance.Thirdly,this paper analyzes the problems existing in the public opinion management of a county's government affairs network,and points out that the main reason for the problems is that the management thinking in the public opinion management of the government affairs network is still thick,the cooperative governance mechanism of multi-agent participation is not perfect,the division of Labor of multi-agent is not clear,and the degree of cooperation is not enough.Finally,from promoting the transformation from a regulatory government to a service-governance government,we will further optimize the governance system under the leadership of the government in which multiple subjects participate in coordination,establishing a "four-in-one" governance mechanism for public opinion on the government network to monitor,judge,forewarn and deal with public opinion,improving the overall quality of participants in publicopinion governance on the government network,and establishing a supervision system involving the participation of the government,society and the media,strengthen the legal construction of the network public opinion management and so on six aspects proposed the consummation county level government affairs network public opinion management mentality.
