Research On The Government Governance Countermersures Of Sudden Network Public Opinion

The wide application of Internet and smartphone,as well as the huge number of Internet users,has made China enter the era of mass communication.The Internet has become the center of mass ideological and cultural information and the amplifier of social public opinion.Many sudden incidents are the first time spread through the network media.At present,our country is in the period of social transformation and prominent contradictions,and social risks are increasing,especially in Liaoning province,as an old industrial base,facing the transformation of old industrial bases,adjustment of industrial structure,and transition of economic development,the key period is more potential conflicts.The original social problems have become more acute and complicated.As an important part of the government's public affairs management,the governance of sudden network public opinion has not caused enough attention from relevant government departments.Once the response is not timely,it is easy to intensify the contradictions and to affect social stability.Therefore,under the background of the information age,it is undoubtedly a strong realistic pertinence to strengthen the sudden network public opinion research,to innovate the government governance model of sudden network public opinion,and to optimize the countermeasures.The paper proceeds from the reality of the sudden network public opinion governance in Liaoning province.Based on the results of domestic and foreign research,the paper uses questionnaires and case studies to investigate and analyse the status quo of government governance of sudden network public opinion in Liaoning province.Firstly,starting from the basic theoretical research,the concept of the sudden network public opinion is defined,and the typical characteristics of the sudden network public opinion in the new period are analyzed,and the theoretical support is provided for the further development of the countermeasures.Secondly,Liaoning province is selected as the research area,and targeted investigation and research are carried out around the current situation of government governance of sudden network public opinion in Liaoning province,through the induction and analysis of investigation data,it is found that there are some typical problems in the governance of sudden network public opinion in Liaoning province,such as backward governance concepts,imperfect emergency response mechanism,lack of normalized supervision,imperfect related laws and regulations,and so on,and the causes are deeply analyzed.Finally,in order to solve the problems in the governance of sudden network public opinion governance,combined with the actual situation of Liaoning province,we propose practical and feasible countermeasures,which include: building a government-led governance model in which the media and citizens participate in a coordinated manner;and establishing and improving an emergency network public opinion emergency mechanism;the sudden network public opinion governance protection mechanism and so on are trying to provide useful references for improving the governance level and governance capacity of the government's sudden network public opinion.
