Promoting the reform of "once run" is the practice of Shandong to deepen the reform of "letting go of services".In the light of "taking care of the masses at once" and taking the "power and responsibility list" as the basis,taking the process reengineering as the key and taking the "Internet +" as the support,the government service concept,system and style of work in Shandong are all in a profound and profound transformation.To build a service-oriented government satisfying the people,we should build a business environment in which the masses have a strong sense of acquisition.At present,Shandong Province has been carrying out the "one-time" reform for one year,and has achieved good results on the whole.However,in the process of implementation,there are still problems and challenges in conceptual,institutional and social aspects.This paper chooses W County of R City to deepen the reform of "putting in charge of uniforms" and further promote the reform of "doing well once" as an empirical case,combines the actual visits and research,takes the theory of service-oriented government as the guidance and analysis tool,explores the practice of promoting the reform of "doing well once",finds out the problems in the process of promoting,analyses the reasons,and finally puts forward the problems and reasons.The countermeasure of county government to push forward the reform of "running well at one time".The paper is divided into four parts for analysis and research.The first part introduces the related concepts and basic theories involved in the research content.This part is the theoretical basis of the text.It mainly introduces the concepts of "deregulation service" reform and "one-time running" reform.It summarizes the service-oriented government theory and reshaping government theory adopted in this paper.The second part mainly introduces the promotion of W county“ The practice and achievements of "one-time running" reform are mainly divided into four parts,which are the background of reform,the main contents of reform,the innovation measures of W county to promote reform and the achievements of reform.In this part,using the theory of service-oriented government,the author elaborates the experience of W County in promoting reform from the aspects of publishing the list of items,process reengineering,data sharing and optimizing service The third part mainly introduces the existing problems and reasons of the county-level government's "one-time running" reform from the perspective of service-oriented government,and deeply analyzes the problems in the process of the county-level government's "one-time running" reform,such as the bottom level of collaborative service,the weak sense of government service,the low level of information technology,and the imperfect evaluation mechanism of reform effectiveness In the fourth part,the author puts forward some countermeasures for the county government to push forward the "one-time running" reform under the background of the "deregulation service" reform,mainly from four aspects: changing the thinking mode,establishing the concept of people-oriented,cracking the interest pattern,making the government pay more attention to services,improving the technical support,providing efficient services and supporting and improving the relevant supervision system The Countermeasures of reform are studied and analyzed.
