Study On Government Driving Force Measurement And Promotion Strategy Of New And Old Driving Forces Conversion

At present,the recovery of the world economy as a whole is weak and the growth rate is slowing down.Especially after the international financial crisis global economic depth.In the context of adjustment,the internal constraints of China’s economic growth have changed systematically.As the epitome of China,shandong shares a high degree of similarity with the whole country in economic structure.In recent years,with the rising cost of production factors in this province and the increasing binding force of resources and environment,the old economic growth points gradually fade out,and the practice of government regulation is carried out simultaneously.How to transform government functions,improve the driving force of the government and release market vitality when the old driving forces are converted has become an important issue.On January 3,2018,the state council approved the general plan for the construction of shandong’s comprehensive pilot zone for replacing old drivers with new ones,marking that the construction of shandong’s comprehensive pilot zone for replacing old drivers with new ones has been officially incorporated into the national strategy.Shandong has become the only state-level comprehensive pilot zone for replacing old drivers with new ones.The construction of the comprehensive pilot zone for the conversion of old drivers into new ones is a great historical mission.Effective government driving force and perfect government driving mode are the key factors to effectively promote the smooth transition from old drivers to new ones.However,in the process of promoting the conversion of old and new drivers,the driving force of the government in Shandong province has not been given full play,which limits the transformation and upgrading of the industrial structure,and to some extent leads to the bubbling of the new drivers,and fails to fully realize the purpose and original intention of the conversion.Based on this background,this article will study identified as 17 cities in Shandong province(considering the Laiwucity before 2019,the ranks of Jinan,belong to the independent city,its account),with three core cities as the research key,from infrastructure,social services,environmental protection,the government innovation,five aspects of economic development,construct the old and new kinetic energy transformation driving force of government measure index system,using principal component analysis and factor analysis,to explore new kinetic energy conversion process in Shandong province government driving force in the effective measure,a driving force to improve the government’s measure,It provides a new perspective for Shandong province to carry out the research on the conversion of old drivers to new ones.The final measurement results are as follows: first,it reveals the overall evolution trend of the government driving force in 17 cities in Shandong province to replace old drivers with new ones.According to the measurement results from 2014 to 2018,the three core cities are all in the top 50 percent,with Qingdao always in the first place,and Yantai and Jinan in the third and sixth place respectively.In terms of the measurement results of other 14 cities,Weifang and Linyi rank high,and their government driving force is remarkable.From the perspective of the change trend,the cities ranked from the fifth to the 17 th place can be roughly divided into three categories: the driving force increases significantly,the driving force changes little,and the driving force decreases significantly.Second,it reveals the evolution of the driving force of 17 municipal governments in Shandong province.According to social security and service factor,environmental factor,infrastructure factor and factor scores and rankings of economic development,the analysis of the three core driving force effect,the city government found that Qingdao each factor to the top,Jinan environmental factor is the biggest,Yantai will be expected to further enhance the level of economic development drive.Thirdly,the paper analyzes the evolution of the factors influencing the transformation of government driving forces from old drivers to new ones in 17 cities of Shandong province.2014-2018,social security and service is the most important influence factors driving force to the government of the old and the new kinetic energy conversion,the average variance contribution rate above 43.367%,the second is the government’s ability and level of environmental protection in section five time variance contribution rate reached 15.630%,social security and services,and environmental protection is a driving force constitute the old and new kinetic energy transformation of the government of the two major factors,old and new kinetic energy transformation driving force the government to a certain extent,depends on social security and the level of service and environment protection.Finally,according to the advantages and disadvantages of the three core cities and the 14 cities in Shandong province,the author puts forward some countermeasures and Suggestions.In order to improve the level of replacing old drivers with new ones in Shandong province on the whole and provide some reference for the whole country to promote the replacement of old drivers,the explanation is carried out from five perspectives of infrastructure,social services,environmental protection,government innovation and economic development.
