Research On The Problems And Countermeasures Of Qingdao Municipal Government’s Purchase Of Public Transportation Services

As an indispensable livelihood project in the city,public transport industry is related to the basic needs of citizens.It is the responsibility of the government to provide the most basic and efficient urban public transport services.In the 13 th five year plan for development of urban public transport issued by the Ministry of transport in June 2016,local governments are required to establish a mechanism for government to purchase urban public transport services.With the construction of Canadian service-oriented government and the continuous improvement of public finance system,it is an inevitable trend for the government to purchase public services.Based on the research and analysis of the current government purchase mode of urban public transport industry at home and abroad,this paper finds that the current government purchase public transport service system is not perfect and the supporting measures are not perfect.Based on the analysis of the existing government purchase mode of public transport in Qingdao,it is found that there are some problems such as lack of performance evaluation mechanism,fare adjustment mechanism and enterprise management confusion.According to the characteristics of Qingdao public transport industry,the existing government purchase urban public transport system is improved,and specific suggestions are given from two aspects of system construction and enterprise management.
