The Shanghai Government's Performance Study On The Purchase Of Public Services

Government's purchase Public Service(GPPS)has been adopted by many countries since the last century,it enables those governments' public service reach a higher level.As a supply mode of the public service,GPPS is a mode to use the government budget purchase the public service to increase social welfare from various social organizations,GPPS is a renew and explain to the government's public service functions based on the New Public Management and service-oriented government theory,GPPS also as a thought and approach,to introduce competition into the public service field,to introduce the concept of market and cooperation into the service supply mode.Chinese government also has expand the applicable scope of GPPS these years,the EXPO area according to its own characteristics,by using GPPS in the urban management,played an active role in the efficiency of public service quality and foster and develop social organizations.As the matter of the fact,problems and deficiencies are inevitable in practice.The article find the key and major links of the government performance evaluation through the analysis of the relevant theories of performance evaluation at home and abroad;put forward performance evaluation scheme and index for the GPPS in the urban management by empirical investigation;scientific evaluation and evaluation in effectiveness and efficiency by using the GPPS performance evaluation model,which improve the GPPS whole work level in the urban management.
