Research On The Improvement Of The Supervision Work Mechanism Of The Basic-level Supervisory Organs

Since the 18 th National Congress,Xi Jinping,the General Secretary of the CPC Central Committee,attaches great importance to the anti-corruption work.The 19 th National Congress of the Communist Party of China points out that we should deepen the reform of the national supervisory system and realize the complete coverage of all public officer in the exercise of public power supervision.The Supervision Law of the People's Republic of China was promulgated in 2018.The supervisory system reforms extend unceasingly to the grassroots level,setting up a supervisory organ at the grassroots level.Among the exercise of supervision,investigation and disposal function,the supervision is in the first place.However,in the process of the reforms,the supervisory organ at the grass-roots level still exist,such as the supervision mechanism of simple implementation is incomplete,the standard is not comprehensive and information communication problems still exist.On the one hand,these problems result from the wrong supervision function,lacking of the ability and relaxation at the grass-roots level.On the other hand,the construction of surveillance mechanism is still in the early period and the superior support is insufficient.If these problems can be solved from the root,it will directly give a good affect on the supervisory organ at the grass-roots level.Based on the analysis of the problems and causes of the supervision mechanism of grassroots supervisory organs in S district of Qingdao,this paper summarizes three key solutions.Firstly,we should establish a community-level power and responsibility control mechanism by establishing and improving the long-term supervision system of grassroots supervisory organs,strengthen the independent supervision and guarantee mechanism,giving full play to the role of internal control mechanism guarantee and restriction,strengthen the selection and guidance of social inspectors,and establishing a risk prevention and control mechanism.We should improve the information monitoring mechanism by remolding the assessment and evaluation mechanism,strengthen internal and external information exchange,and increasing information disclosure.The second is to strengthen enforcement supervision mechanism by carrying out special supervision in view of the key field.By stages,we should formulate specific points field supervision measures to enhance supervision efficiency.Thirdly,we should strengthen personnel training to ensure the supply of funds and technical support for supervision.The corresponding ideas and assumptions in this paper are helpful for the grassroots supervisory organs to constantly improve the supervision mechanism and enhance thesupervision ability under the new situation.
