Determining Posts and Responsibilities is a basic and complex task of HumanResources Management; it is also a regular application domain of ManagementScience and Engineering. Determining Posts is the process of job designing; it is to fixthe functions, tasks, rights of the positions according to the business objectives.Determining Responsibilities is to fix the corresponding responsibilities of relatedposts in accordance with the requirements of the posts.To grass-roots city organs, it will bring about some very importantly theoreticaland practical significance by carrying out the scientific methods as how to determineposts and responsibilities, such as improving the bad styles of work, work efficiencyand service satisfaction.In this article, the necessity of improving the posts definition and responsibilitiesclarification management has been advanced by analyzing the current work andmanagement situations of the grass-roots city organs. This article proposes a set ofembodiments through the use of some scientific theories and methods about ObjectiveManagement, Performance Management, Analytic Hierarchy Process, FuzzyComprehensive Evaluation, etc., and also offers some related recommendations aboutthe posts definition and responsibilities clarification management by taking agrass-roots organ of B District in A City for positive analysis.This paper finally draws the following conclusion:the grass-roots organ of BDistrict in A City is necessary to implement the standardized system management,especially the posts definition and responsibilities clarification management ofPersonnel System,offer a set of ideas and methods about job analysis,post objectivesdecomposition and assessment, process management, etc.,give supervision andfeedback for the implementation.This paper confirms the feasibility and effectiveness of the posts definition andresponsibilities clarification management,and lays the foundation for the future studyof this method and further promotion.
