Study On Community Environmental Governance From The Perspective Of Citizen Governance Theory

Under the huge historical background of the transformation of the social governance system in the 21 st century,Boxer's theory of civil governance provides theoretical guidance.The theory of citizen governance is guided by the principles of scale,democracy,responsibility and reason.The citizen is the dominant force of community governance,and should be an active participant in the environmental governance,not a mere “consumer” of community service products.The role of the Proponent is that of an elected administration with a principal-agent relationship with the citizen,which should be transformed from a centre for decision-making to a focal point for citizen participation and autonomous decision,preventing representative failure in the face of agency and relations with public service professionals.Public service professionals,by their very nature,belong to the executive branch of government and play a supportive role in creating an environment of citizen governance for the community,with expertise and special responsibilities to serve the goals of providing an open community voice.This paper is based on the theory of citizen governance of Boxer,and the situation of Y community in Yantai City.The main part of this thesis is divided into four parts.The first part elaborates the related concepts,including the definition of community environment and the connotation of citizen governance theory.The second part introduces the current situation of Y community governance in Yantai,and analyzes the existing problems of the current governance model on the basis of questionnaire.In the third part,based on the theory of citizen governance,the causes of Y community governance are analyzed.In the fourth part,based on the actual situation of Y community,the author puts forward the countermeasures to solve the problem,and completes the theoretical guidance of citizen governance.
