Research On The Effects Of China's Energy Conservation And Environmental Protection Policies

In recent years,China's economic growth has been restricted by resources and the environment,and people's demand for the quality of living environment has been rising.As the first of the seven new strategic areas,the energy conservation and environmental protection industries have improved China's ecological environment,and to promote the economic development of China has a crucial role in the transformation and upgrading.Since 2010,the Chinese government has actively guided the development of energy conservation and environmental protection industries,while the demand of enterprises for green environmental protection,energy conservation and emission reduction,and recyclable equipment and services has increased substantially,further promoted the energy conservation and environmental protection industry market scale growth.But because China's energy conservation and environmental protection investment mechanism was formed and slowly developed during the period of the planned economy,the largest investor is still the government agency,the goal of the government-led energy conservation and environmental protection project is to pursue the ecological and environmental benefits and social benefits,but it is weak in the economic investment,and does not consider the input-output benefits of the energy conservation and environmental protection industry.In order to promote the energy conservation and environmental protection industry to become a new pillar industry in the process of China's economic development,government departments have issued a series of energy conservation and environmental protection policies.On the one hand,they have stimulated enterprises to increase their investment in energy conservation and emission reduction,on the one hand,it provides financial and tax policy support for energy-saving and environmental protection enterprises.At present,China's energy conservation and environmental protection policies have been implemented for a long time,all the policies have covered industry-related enterprises,so it is of great significance to test the effectiveness of policy implementation.Therefore,this article takes our country current energy conservation and environmental protection policy as the breakthrough point,this paper focuses on how the policy of Energy Conservation and environmental protection affects enterprises to increase investment in energy conservation and emission reduction,the effect of Fiscal Policy on the development of energy conservation and environmental protection industry,and the relationship between the industrial benefit of energy conservation and environmental protection industry,Social Investment and government support.This paper uses the method of Theoretical Analysis and empirical test to study the influence mechanism of China's energy conservation and environmental protection policies.Firstly,it analyzes China's energy conservation and environmental protection policies according to the related data,secondly,from the basic theory that the policy affects the development of the industry,this paper analyzes the function mechanism and internal interrelation of energy conservation and environmental protection industry policy promoting industry development in China.In the previous theoretical research,this paper holds that the policy of energy conservation and environmental protection exerts pressure on enterprises to increase their investment in energy conservation and emission reduction In addition,energy-saving and environmental protection policies through a series of government subsidies and tax incentives to stimulate the supply of energy-saving and environmental protection industries,can achieve a sound development of energy-saving and environmental protection industries.Therefore,the theoretical analysis results show that energy conservation and environmental protection policies play a decisive role in the development of energy conservation and environmental protection market.On this basis,the paper puts forward the research hypothesis and constructs the measurement model from the externality and internality.Based on the Financial Index data of listed companies in China,the paper empirically tests the influence of energy conservation and environmental protection policy on the development of energy conservation and environmental protection industry.The results show that:(1)the policies of energy conservation and environmental protection in China can promote the investment of energy conservation and emission reduction in polluting enterprises;(2)the policies of government subsidies and industrial tax preferences can promote the development of energy conservation and environmental protection industries,however,compared with financial subsidies,tax incentives play a more significant role in promoting the development of energy-saving and Environmental Protection Industries;(3)the input-output benefits of energy-saving and environmental protection industries are significantly related to the environmental protection inputs of polluting enterprises,government subsidies and tax incentives.Finally,based on the results of theoretical and empirical analysis,the paper puts forward some suggestions on the development of energy conservation and environmental protection industry.In terms of the externalities of energy-saving and Environmental Protection Industries,we should fully implement our policies on energy-saving and environmental protection industries,vigorously promote third-party governance represented by energy-saving and environmental protection enterprises,and implement a scientific and professional governance system,we will continue to expand market demand for energy conservation and Environmental Protection Industries.In terms of the internality of energy-saving and Environmental Protection Industries,it is suggested that the marketization of energy-saving and Environmental Protection Industries should be adhered to,the strong dependence of energy-saving and environmental protection industries on fiscal and tax policies should be reduced,and the balance between government policy support and social capital input should be maintained,to develop into a new strategic industry with government policy as its goal and market supply balance as its main line.
