Facing a variety of serious problems of oil resources exhaustion, environmental deterioration and security between nations and regions, it's becoming more urgent to do research on energy conservation, substitute energy resources and environmental protection of mobile vehicles. In the year of 2003, the net import of crude oil in China is close to 100 million tons and the number is estimated to be more than 50 percent by the year of 2015. At present, mobile vehicles consume 85 percent of the oil fuel and vehicles in Chinese central cities release as high as 60 percent of CO2 and CH compounds into the air. so better have a look at it. Taking into account the present situation of energy construction and characteristics as well as the development of mobile industry in China, it is an acceptable development pattern to begin from various kinds of mobile fuels to substitute fuels and in the end to the reproducible clean fuel or electrical mobiles. The government should put in more investment in researches on the relative technology perfect the laws, regulations and the standards specification of mobile industry, set up a set of efficient favorable policies and encourage the whole mobile industry chain to go to a healthy road of energy conservation and environmental protection.During the past several decades, the European countries, the USA and Japan have invested a lot of money and labor resources in developing substitute fuels and new types of mobiles and accumulated certain degree of technologies and experiences. China had a comparatively later start, but has reached or excelled the international level in some aspects such as researches on electrical vehicles. The relating government departments have pushed forward a national mobile cleaning action and substitute fuels have been used experimentally in larger scale.
