| Since the "Thirteenth Five-Year Plan",China's economy has shown a steady and positive trend,its industrial structure has been further optimized,its old and new dynamic energies have been continuously transformed,and its economic and social development has entered a new normal that is consistent with quality and efficiency and with environmental protection.However,according to the data of the 2016 World Energy Statistics Yearbook,the proportion of carbon monoxide emissions in China accounts for 27.5 % of the world's total,the proportion of coal consumption in energy consumption is still high,and the energy consumption structure has not yet been substantially adjusted.Under the background of increasing energy rigid demand and decreasing space of industrial energy consumption,the situation of energy saving and emission reduction in China is still serious.At present,although our market economy system has been improved,the "invisible hand" of the market can play a fundamental role in the allocation of resources,and effectively promote the efficient use of energy and the recycling and reuse of exhaust gas.However,due to the public goods attributes of resources and energy,the market will inevitably have a lot of "failure" in the process of promoting energy conservation and emission reduction.Therefore,we must make full use of the government's "visible hand" to give full play to the leading role of the government in energy conservation and emission reduction.Baotou City was rated as a comprehensive demonstration city for national energy conservation and emission reduction fiscal policies in 2015,and it is also the only national demonstration city in Inner Mongolia.For a long time,Baotou City has a large proportion of industry,an unreasonable energy structure,high emissions of pollutants,and a heavy task of energy conservation and emission reduction.After the establishment of the demonstration city,Baotou City made every effort to implement the "Implementation Plan" of the demonstration city for energy conservation and emission reduction approved by the National Development and Reform Commission.It actively implemented fiscal policies,significantly improved the environmental quality,and made phased progress in energy conservation and emission reduction.According to the “Statistical Communique of the National Economic and Social Development of 2017”published by Baotou City,the annual energy consumption per million yuan of GDP in Baotou City in 2017 decreased by 4.24% over the previous year,exceeding the “13th Five-Year Plan”progress target issued by the Autonomous Region.At the same time,the responsibility of the Baotou municipal government to promote energy conservation and emission reduction has not been fully implemented.To a certain extent,there are problems of absence,dislocation,and offside,which is not conducive to the development of energy conservation and emission reduction.This article will focus on the study of government behavior in the process of energy conservation and emission reduction in Baotou City.Based on the theory of external effects and government behavior theory,it will use literature research method,empirical and normative research combined analysis method and experience summary method.The government behavior of baotou city in the process of promoting energy conservation and emission reduction is analyzed.Firstly,the paper briefly summarizes the development of energy conservation and emission reduction work in Baotou City and the results achieved.Then it points out the performance of government behavior from the perspective of government absence,dislocation,and offside,and finds out the reasons for government behavior.At last,the author puts forward some countermeasures and suggestions to standardize the government's behavior.The research results of this paper will be helpful for the continuous promotion of energy conservation and emission reduction in Baotou City in the future,and it will also have a reference value for other relevant work in other cities. |
