Underground Comprehensive Utility Tunnel Construction Management Model Research Of Public-Private-Partnership Model

In recent years,On the basis of summing up the experience and lessons of urban construction in thirty years of reform and opening up,the Chinese government gradually corrects the wrong ideas,such as "More attention to the ground,ignoring the ground"," More attention to the construction,the neglect of management","Emphasis on the use,neglect of management" and so on,Strengthen the construction of urban underground comprehensive pipe gallery.January 2015,the Ministry of Finance and the Ministry of housing and urban and rural construction jointly launched the pilot work of the underground pipe gallery,Xiamen,Shiyan and other 10 cities enter the pilot area.The government needs to deepen the reform of investment and financing system,to ensure the government investment,and give full play to the role of market mechanism,to attract private capital to participate in the construction and operation of business projects.Under this background,how to use the management mode of public-private partnerships(PPP),eliminate the institutional barriers,optimize the policy support,give full play to the advantages of PPP mode,boost the practice of Shiyan city underground comprehensive pipe gallery construction pilot,also need to further research and exploration.This paper first introduces the theoretical basis of the management mode of public-private partnerships(PPP),and defines the connotation and characteristics of this model.Focus on the analysis of franchise theory and the evaluation method based on the value of money,and as a key factor to decide the success or failure of the public-private partnerships mode.And then in the form of the realization of the management mode of PPP,using the relevant case experience at home and abroad.Then in the view of the underground comprehensive pipe gallery task,put forward two kinds of application forms of cooperation.And then,it puts forward the risk control of the organization structure of the PPP mode and the prevention of the market failure.Finally,with the facts of Shiyan City,the practical obstacles and problems faced by the construction of the pilot enterprises in the construction of the underground pipe gallery are analyzed,and some suggestions are put forward.
