Research On Management System Of Underground Comprehensive Corridor In Foshan City

Underground comprehensive corridor is a kind of modern and intensive urban infrastructure,which can effectively avoid repeated excavation of urban roads,optimize the use of underground space resources,improve the safety factor of pipelines and enhance the level of urban landscape.It is one of the symbols of urban modernization.With the increase of the scale of the construction of the comprehensive corridor in our province,the problems of its management system are becoming more and more obvious: as quasi-public goods,how should the public welfare of the comprehensive corridor be reflected? In the process of charging,why are there such problems as the difficulty of charging policy,the unfair charging standards,the diversification of management subjects and the asymmetry of information acquisition? What is the hidden reason behind it? Foshan is a city which construction miles are ahead of Guang dong province and even the whole country.What is the current situation of its corridor management system? How did it work? It is of great significance for the sustainable and healthy development of the comprehensive corridors to discuss how to speed up the reform of the management system and form a reasonable charging mechanism.The charge of quasi-public goods is the focus of public management research.As quasi-public goods,comprehensive corridor is a new thing in China.At this stage,the research and experiment are still in the initial stage.There are many papers focusing on the technical aspects of design and construction of comprehensive corridor,and there are few achievements from the perspective of public management.From the perspective of public management,using the relevant theories of public management,adopting the methods of literature research,field research,interviews and other research methods,this paper studies the charging management system of Foshan comprehensive corridors.This paper elaborates on the related concepts and theoretical basis of the comprehensive corridor management system,introduces the current situation of the management system of the comprehensive corridor in Foshan,and deeply analyses the existing problems of the charge management system of the comprehensive corridor in this region from various angles,levels and aspects.Referring to the experiences and practices of comprehensive corridor management system at home and abroad,combining closely with their own work and the actual situation of Foshan City,the paper puts forward some measures to reform and improve the management system,including establishing rules and regulations,straightening out the relations between all parties,innovating the sources of funds,highlighting the main responsibility of the government,and increasing the degree of entrustment.It is hoped that the above research can provide some reference for the healthy development of the comprehensive corridor in Foshan City and even in Guangdong Province.
