Human security issues began to recover after the end of the Cold War.People are paying more and more attention to the role of the general public in real politics.However,human security issues in foreign policy are often affected by national interests.The “comfort women” is the issue of women's rights under the issue of security of people.Japan and South Korea have repeatedly conflicted on this issue.The most recent one was in December 2015.“Japan-Korea Comfort Women Agreement”,which confirmed that the “comfort women problem” between the two countries was resolved “in the end,irreversibly”,but the reality is that the problems between the two countries have not been resolved,and the “comfort women problem” is still a problem which is main obstacle between the two countries.This is mainly due to the fact that the Japanese and South Korean governments have placed the issue in a realistic political environment and lacked a public opinion basis.From the perspective of Abe 's cabinet in Japan,dealing with the “comfort women 's issue” is part of the realization of the “Post-War political final accounts”.From the perspective of Park Geun-hye 's government,it is more based on the voice of the people and the need for trilateral cooperation between the United States,Japan,and South Korea.The Korean government did not solicit the views of the Korean people in dealing with this issue,resulting in a lack of public opinion on the agreement,and the right of Korean comfort women to be victimized was not guaranteed.It can be said that human security issues in foreign policy are human-centered.The implementation of the policy also requires the government to coordinate the interests between the state and the people,so as to ensure the smooth implementation of the policy.
