India is a typical sea-land power,and maritime security concerns its national sovereignty,economic development and other core and major national interests.In the 1960s and 1970s,India’s maritime security strategic positioning in the Indo-Pacific region was not very clear,and its strategic measures and actions were extremely limited.After the Cold War,India started to shape the maritime security environment and paid more attention to the tasks of overseas trade and investment,maritime navigation channels,and the maintenance of maritime security personnel.The maritime security strategy has received more attention from the Indian government.In particular,after Modi government took office in 2014,it paid more attention to India’s maritime security issues in the Indo-Pacific region.The Modi government formulated a new maritime security strategy that clearly highlighted the shift of its strategic focus to maritime security.The fundamental goal of Indian maritime security strategy in the Indo-Pacific region is to safeguard national maritime interests.Under this fundamental goal,India wants to lead the Indian Ocean.Becoming a"leading power" in the Indian Ocean is the core pursuit of India’s security strategy.In order to achieve its strategic goals,Modi government adopted a series of strategic measures and actions,including vigorously developing India’s maritime power,advancing naval equipment and technology,carrying out joint maritime military exercises and exchanging visits,increasing high-level mutual visits and improving maritime security cooperation mechanisms,deepening non-traditional security maritime cooperation,resolving maritime disputes,and delimiting maritime boundaries.Through these specific strategic actions,Modi government’s strategy of strengthening maritime security in the Indo-Pacific region has improved India’s maritime defense capabilities,realized the institutionalization of India’s maritime security cooperation,and promoted the development of India’s blue economy.To achieve these results,there are both supporting factors from within the country and favorable factors from the international side.However,Modi government’s maritime security strategy in the Indo-Pacific region has not fully achieved its goals,such as failing to modernize the Indian navy.Although India’s current strategic goal of achieving the status of a "leading power"in the Indian Ocean has not yet been achieved,in the future,maintaining India’s maritime security and maritime order in the Indo-Pacific region will remain the focus of Modi government.India’s maritime security strategy in the Indo-Pacific region will continue to be promoted and implemented,and this is still worthy of continued attention and research.
