Since taking office in 2014,the Indian People's Party led by Modi has been adjusting its policy toward China in accordance with India's relatively rapid economic development and its expanding dream of becoming a big country.Based on the Modi government's China policy as the research object,according to its specific international and domestic background,this paper reveals the content,implementation measures and characteristics of Modi government's China policy,and summarizes the factors affecting its policy formulation and its impact on the development trend of Sino-Indian relations.In addition to the introduction and conclusion,this paper is mainly divided into the following four parts.In the first part,The paper mainly elaborates the international and domestic background of the formation of Modi government's China policy.In terms of international background,it can be summarized as the following three points: Pursuing India's great power status in the part of political,India's influence in the Indian-Pacific region in the part of security,and plan about "Made in India".In terms of domestic background,it mainly starts from three aspects: inheriting the tradition of Indian realist international political idea,taking the ruling idea of the Indian People's Party as the foundation,and taking Moody's ruling foundation as the leading one.The second part mainly discusses the content,implementation measures and characteristics of Modi government's China policy.The contents of Moody's government's China policy include pressing on China,strengthening economic and trade cooperation and military warning and launching the cultural exchange between China and India.At the same time,India relies on building a multilateral diplomatic arena by starting plan named “Asia-Africa Growth Corridor”,“Monsoon plan” against “The Belt and Road Initiative” and “New Indian Vision” to win a favorable situation in the game between China and India.These plans are characterized by the pursuit of China's status as a major power,the deepening of economic dependence,the increase of China's multilateral dialogue and the dual nature of China's policy.In the third part,according to the above two parts,the paper shows that the formulation,implementation and implementation of a country's foreign policy is a relatively complex dynamic process and in the process of interaction the relationship is complex between policy makers,policy receivers and other relevant people.The Modi government's policy towards China is no exception,and India's own political contradictions are more acute.As the largest democracy in the world,it also has a very hierarchical caste system.The realization of Moody's government's great power dream regards China's peaceful rise as a hindrance,and will inevitably germinate strategic to contain China.At the same time,with the increasing of India's traditional geopolitical thinking and China's comprehensive national strength,Moody's government's policy toward China is also constrained by the main factors,including traditional geopolitical thinking,the influence of China-India-Pakistan triangular relations and the influence of foreign powers.The fourth part elaborates the influence of Modi government's policy towards China on the relationship between China and India.These influences are more or less positive and negative in terms of political security,economic and trade exchanges and cultural fields between China and India.From the perspective of the political and security relations between India and China,India tried to form a strategic pattern to restrict China,then the military strategic pattern of China and India and the political trust between the two countries were affected by it.From the perspective of economic and trade relations,India promotes trade between China and India,gains complementary advantages while increasing trade barriers for homogeneous products.From the perspective of cultural exchanges,India expects to create "soft diplomacy" between China and India at the official level.At the unofficial level,India has been promoting "China Threat Theory" and actively responding to the cultural exchange plan between China and India.The conclusion part is a summary of Modi's policy towards China.It points out that India's Modi government's policy toward China shows an overall positive.The Moody's government's series of pragmatic policies towards China are aimed at the 2019 domestic elections.
