With the development of globalization and the democratization of international relations,the role of multilateral diplomacy has become more prominent.As an important part of multilateral diplomacy,international organizations have increasingly become effective platforms for dealing with international issues and achieving national interests.Countries,especially major countries,have increased their input in participation in international organizations.Being a symbol of international cooperation,international organizations have also become a stage for the game among countries.Increasing the say and influence in international organizations is an important indicator of the game and the goal pursued by all countries.An important support for achieving this goal is the international employees,which is a strong focal point for a country to play its role in international organizations.China is one of the founders of modern multilateral diplomacy and international organizations.Since the establishment of the United Nations,there have been international employees of Chinese nationality.However,the integration of contemporary China into the multilateral agenda and the development of international employees of Chinese nationality in real sense are marked by the restoration of the lawful seat of the United Nations by the People's Republic of China.Taking into account the number,composition,selection of international employees of Chinese nationality and their relationship with the government,the development since then can be divided into three stages with respective characteristics: the period from 1971 to the end of the Cold War,the period from the end of the Cold War to the 18 th National Congress of the Communist Party of China,and the period since the 18 th National Congress of the Communist Party of China.In general,international organizations rely on the overall environment of the international system dominated by the West.The recruitment and operation are based on the Western model along with the Western ideological bias,which results in China's relative weakness in both quantity and position hierarchy.As a major country,China may have made some gains in terms of international employees in the political distribution at the beginning of the establishment of international organizations.However,in the subsequent daily operation,it is often much more difficult to maintain and increase the number and position of international employees compared with many other countries,and even face the problem of shrinking number.The Organization for the Prohibition of Chemical Weapons(OPCW)is an international organization for political and security issues,and it is highly technical.As the game between countries is fully reflected in terms of international civil servants,it is a typical case to discuss the issues of international organizations and international employees.The author has many years' work experience in China's permanent mission to the OPCW in charge of international employee affairs,thus is familiar with this matter.Through theoretical discussion and case analysis,this paper summarizes the characteristics and challenges facing the development of Chinese international employees and gives suggestions based on work experience,aiming to be specific and practical.The development of international employees of Chinese nationality is a long-term project which needs comprehensive measures.National strength is the foundation,policies and measures are the premise,and personnel quality is the key.The international organizations discussed in this paper are limited to intergovernmental organizations and international non-governmental organizations and their personnel are not included in the discussion.
