The "Arab Spring",which broke out in 2010,quickly swept.Nations such as Libya,Syria and Yemen have plunged into civil war.This wave also prompted the rise of the terrorist organization "Islamic State",which caused serious threat to regional peace.These produced a large number of refugees.millions of refugees went across the Mediterranean and Balkans to Europe for asylum.the refugee crisis broke out soon.The refugee crisis destroyed the European common asylum system based on the "Dublin System".A large number of refugees waiting for resettlement gathered in European border nations such as Italy,Greece and Hungary.For relieving stress of these nations,EU proposes the refugee quota policy that allocates refugees according to the demographic and economic development status of each member states.But it is controversial among nations to this policy.The attitude of EU member states towards the refugee quota policy is the reflection of their refugee policies.Germany and France took the policy which was friendly to refugees,while many Central and Eastern European nations took passive members to kept refugees away.Differences in domestic refugee policies have also prompted nations to support and oppose refugee quota policies,respectively.The unfriendly refugee policies made Central and Eastern European nations oppose the EU resolution,which has pushed the EU refugee quota policy into implementation difficulties.After all,the formulation of the EU refugee quota policy is led by Germany,other nations cannot express their own interests.They can only express objection by refusing to execute this policy.Therefore,the root cause of the refugee quota policy's implementation difficulties is the asymmetry of the power of the EU member states.
