Why Does The Common European Asylum System Fail:from The Perspective Of Europeanization

Since 2015,the European refugee crisis has continued to ferment,and the EU’s response has been stretched,causing the crisis to deteriorate.In fact,the refugee crisis is not only a problem caused by political turmoil in the Middle East,but also an issue of improper governance in the EU.EU’s poor governance is mainly manifested that Common European Asylum System(CEAS)dealing with the actual crisis has played a failure,which should have played a backbone role theoretically.CEAS is a comprehensive system of laws,policies and institutions used by the EU to deal with asylum services,so finding the cause of its failure has an important role in addressing the refugee crisis.Europeanization is a theory of interaction between the EU and its member states Which helps us to understand the causes of the failure of the Common European Asylum System This paper selects the case countries of Germany,Italy and Hungary,and analyzes the reasons of the failure of the Common European Asylum System from the perspective of Europeanization theory.The specific sections are organized as follows:Except from the introduction,this article has six chapters:the first chapter elaborates the theory of Europeanization and forms the research design of Common European Asylum System The second chapter focuses on the main elements of the Common European Asylum System In the third chapter,through the comparative analysis of the Common European Asylum System in the case of the Europeanization process,grasping the reasons for different policy choices of member states.Chapter 4,on the basis of the aforementioned Europeanization process,compares the content and extent of Europeanization of the case country.Chapter 5 analyzes the factors that influence the Europeanization of the Common European Asylum System.The sixth chapter is the reflection and discussion,summarizes the reasons for the failure of the Common European Asylum System in Europe,and attempts to make relevant recommendations.This paper draws the following conclusions:From the Europeanization process of the Common European Asylum System,the interaction between the EU and its member states is different in the four stages of formulation,issuance,implementation and feedback.From the Europeanization content and extent of the Common European Asylum System,the Europeanization of the asylum policy is slipping,and the Europeanization of the values is hampered.From the factors of Europeanization of the Common European Asylum System,the domestic mediate factors,external factors and the EU policy,the governance system’s own factors intertwined affect the policy tendencies of member countries.In short,due to differences in the process of interaction,the system of partial bias and the intervening factors of the mediate factors,resulting in Common European Asylum System can not be unified among the member states,the overall role of poor play,the final failure.For the reasons for system failure,this paper proposes three proposals:establishing a stakeholder coordination mechanism,strengthening EU discretionary discretion and improving the European common refuge system.
