Since the late 1990s,EU has begun to explore the common asylum system under uniform legislation.After several decades,the Dublin Convention,the Dublin ?Regulation,the Dublin ? Regulation and the relevant directives have been promulgated.The goal is to examine the eligibility of the entrants,record basic information accordingly,and maintain the basic treatment as well as the promotion of local integration.However,the system can not foresee the practice from the beginning.In the"Arab Spring",the Syrian refugee crisis rushed into Europe through Italy.As refugees enter the country from relatively underdeveloped countries,these countries are weak in carrying capacity and are not able to provide basic protection of human rights to refugees.In contrast,non-border economic development is relatively developed but less burdened.Under the Common European Asylum System(CEAS),EU cannot reconcile the problem of inefficiency and uneven distribution of responsibilities in dealing with refugee problems.Facing the refugee crisis,CEAS not only failed to fulfill the purposes of the Geneva Conventions on the common responsibility for asylum,but also had diametrically opposed consequences,which made the burden of reviewing refugees more concentrated in a few border countries,At the same time constitute a violation of the EU"Principle of Solidarity".In dealing with the applicant,it cannot guarantee the proper human rights treatment,which is certainly in contract with international refugee law.In this regard,the EU needs to reconcile the conflict of interest between member states in the overall environment and improve the efficiency and applicability of the common asylum system.China,as a developing country,needs to elaborate its own global values on the international stage and serve the well-being of all mankind.Regarding the asylum for refugee,China's development level still falls relatively behind other developed countries.Although from the 1970s,China began to accept refugees from Indochina,Myanmar,Laos,North Korea's refugees,but in the legal regulation,in addition to existing foreign immigration management-related laws and Visa issued by the law,there is no legislation for refugee or asylum system,there is no specific government departments to deal with the immigration of refugees,there is no review of refugee qualifications to prevent illegal immigration situation.In this context,China needs to learn from the successful experience of Europe and to develop its own legislation in this regard.At the same time,the establishment of public organs is vital in order to deal with foreigners entry,review and residence related matters,and establishing a sound database,and relevant departments to share information,so as to effectively control the illegal entry of immigrants and refugees,and promote foreigners in China Social integration.
