On The Standardization Research Of The Main Body Of The Party's Legislation

In recent years,with the continuous development of the construction of the party's rules and regulations,more and more scholars begin to pay attention to this research area.When the constitution was revised in 2018,it clearly pointed out that the leadership of the Communist Party of China(CPC)is the most essential feature of socialism with Chinese characteristics,and established the leading position of the CPC in the form of the constitution.In order to consolidate the leading position of the party,it is necessary to have a perfect system of laws and regulations within the party as the basis and support,and give full play to its important theoretical value of managing the party and running the party.Through the research of the system of rules and regulations within the party,it can be seen that it plays a fundamental role in the study of the party's rules-makers.The regulation of the maker of the inner-party laws and regulations is not only conducive to the performance of their respective duties,but also conducive to the construction of a more perfect inner-party laws and regulations system in mutual cooperation.However,due to the immature understanding of the area of party's rules and regulations,the formulation system of the party's rules and regulations is also a field that needs to be explored gradually,which needs to be improved with the development of practice.This article mainly discusses the thesis of the party's rules-makers,and it can be divided into four parts.First of all,in the first part of this article,it summarizes the theoretical basis of the party's rules-makers and analyzes its concept,scope and significance.Through the analysis of the existing party's rules and regulations,it can be seen that the party's rules-makers mainly include the Central Organizations of the Party,the Central Commission for Discipline Inspection,the central working organs,the Central Military Commission,and the provincial party committees.In addition,in the documents of the Party Central Committee,some sub provincial cities and provincial capitals also have the power to formulate the party's rules and regulations.Therefore,this part plays a fundamental role in this article.Next,in the second part,this article deeply analyzes the current situation of the party's rules-makers at all levels from the central to the local,and lists the specific scope and authority basis of the party's rules-makers at all levels through the combination of theory and practice.The article points out that only when we recognize the specific scope of the party's rules-makers,can we find and solve the outstanding problems in the current system of the party's rules and regulations.Therefore,through the analysis of the previous article,the third part lists the outstanding problems existing in the current system of party's rules and regulations.For example,the theoretical basis of party's rules-makers and the scope of interpreter is not clear,some review and approval subjects have concurrence of authority,and pilot cities are inexperienced in the process of making party's rules and regulations.And then,in the last part of this article,the corresponding reasonable solution strategies are given.All in all,I hope that this article can contribute to the development of the system of party's rules and regulations.
