Research On The Logic Of Community Discourse Mobilization From The Perspective Of Frame Construction Theory

With the transition from the unit system to the community system,the traditional sense of belonging and community based on the unit system gradually diminished,and the atomization phenomenon in the community became more and more obvious.In the modern community with diverse interests,heterogeneous members,and fragmented ideas,How to mobilize residents' participation has become an important issue discussed by government departments and academia.It can be seen that discourse as an expression tool has been widely used in the process of community mobilization.Effective community participation is based on the understanding of mobilization discourse.In practice,local governments and community use discourse strategies to achieve the goal of mobilizing residents' participation.The logic of mobilization discourse can be glimpsed from the community space update project of Shanghai D community.This article takes the D community in Shanghai as an example.It regards the D community space update project as a collective participation action that takes place within the community.It borrows the framework construction theory of social mobilization research,and adopts a case study analysis the discourse mobilization process and discourse logic in D community and try to refine the dissemination and transformation strategies in the overall control of the mobilization process,in order to explore the meaning construction and relationship of the discourse logic of community mobilization of multiple subjects,and then theoretically respond to how the discourse is generated Mobilizing effects and shaping collective identity.Through research,this paper believes that community mobilization mainly includes the three processes of finding public issues,constructing mobilization discourses and motivating participation.This also fits the mobilization analysis of the diagnostic frame,prognostic frame and motivational frame proposed by frame construction theory.In the process of mobilization,discourse always runs through it and plays a role in constructing meaning and transmitting emotions.The discourse strategies in practice mainly include: “ frame bridging ” that integrates national discourse and resident awareness,“frame expansion” that is rooted in community culture,“frame extension” that is developed to obtain external resource support,and "Frame Transformation" by Legal Discourse.From the perspective of the diversesubjects of community mobilization,their different roles and tasks have produced different ways of discourse expression.Official discourse,political and emotional discourse,grassroots discourse and professional discourse interweave and work together.The top-down mobilization discourse is generated in the administrative field,and is transmitted to the grass-roots community through the hierarchy of the bureaucracy,injecting the local cultural connotation of the community,making it easier for residents to understand and participate;The bottom-up mobilization discourse is generated in the community field and spreads horizontally,relying on the concerted efforts of neighborhood committees,community activists and social organizations,The emotions conveyed in this discourse can stimulate the identity of residents.In theory,language is composed of basic elements such as words,rules,and usage activities.The mobilization meaning is transmitted through these elements.The ultimate goal of discourse mobilization is not the discourse itself,but the collective identity and community formed by discourse.
