The Strategy Exploration Of Community Mobilization From The Perspective Of Resource Mobilization

At present,China's urban construction has entered a transitional period.The focus of community planning and construction has changed from "incremental development" to "stock adjustment" in the past.The micro-renewal of community public space has gradually become the mainstream of community planning.The JY block in Shanghai is a century-old historical block.However,in the long-term development process,its original history,culture and style are covered by today's run-down buildings,chaotic streetscapes,and shortage of public facilities.The low quality of residential space,the single commercial function and the loss of historical value of the block have intensified the decline of the block.Faced with the contradiction between such a backward material environment and modern development,micro-renovation has provided a new opportunity for the recovery of neighborhood vitality.As a community collective action,micro-update is the core content of residents,and how to mobilize the wide participation of residents is the focus of this paper.According to the survey,since the micro-renewal project of the block was initiated and promoted by the street,the community mobilization was mainly based on administrative mobilization,and there was a single mobilization of the community,insufficient coverage of the mobilization object,mobilization in the form,and tradition of mobilization.And other issues.The reason behind these problems lies in the fact that the government is still in a dominant position.As an important force for community mobilization,the neighborhood committee has long assumed more administrative affairs,which has led to community mobilization often with a commanding color.In addition,the lack of resources for community mobilization has also made the effect of community mobilization unsatisfactory.Micro-renewment pursues not only the transformation of space,but also the hope of integrating and excavating community resources,mobilizing residents to pay more attention to the community and participate in the community.Therefore,from the perspective of resource mobilization,this study divides the resources owned by the S and J communities in the neighborhood,and explores effective strategies for mobilizing community residents to participate in micro-updates using explicit and implicit resources.The study found that with the implementation of the mobilization strategy of the community's material resources,organizational resources,human resources,cultural resources and moral resources,the role of the community social network has been consolidated,community norms have been formed and developed,and community trust has been strengthened.It has achieved certain results.Based on the above research,the author has made some reflections on social work participation in community resource mobilization,and believes that social workers should look at the community from the perspective of superiority in the practice of community resource mobilization,and pay attention to the construction of community assets and the exploration of residents' potential.Link resources with professional roles,get rid of the resource dependence on the government,lead the community's resource development with the innovative concept of "disclosure and obvious combination";also mobilize residents with the concept of self-help,through the construction of community public discourse and the organization platform for residents to participate To enhance the residents' awareness and ability to solve problems themselves.
