The significant improvement in the production and living conditions of the relocated people has become a vivid epitome of the overall victory in the fight against poverty.Relocation communities for poverty alleviation and resettlement are an important starting point for improving the follow-up security for the relocated people.With the diversification of the needs of the relocated people and the continuous growth of non-material and spiritual needs,the relocation and resettlement communities for poverty alleviation and relocation have become a key role in grassroots governance.Whether the discourse of co-governance has become an important factor in mobilizing community actors to obtain and control service resources is rarely involved in existing research.Therefore,this article aims to identify the key factors that affect community resource mobilization.Under the same institutional environment,why are there significant differences in the effects of community resource mobilization for different relocation and resettlement communities? From the perspective of co-governance discourse,drawing on the theory of actor network,combining the field characteristics of the relocation community for poverty alleviation and resettlement,constructing a "discourse-actor" analysis framework,examining the relationship between discourse use and resource mobilization in grassroots communities.A questionnaire survey was conducted for grassroots workers in 5 ex-situ poverty alleviation and resettlement communities in G Province,and the logistic regression model was used to analyze the influencing factors of community resource mobilization,and it was found that "the degree of unity of verbal co-governance discourse" and "clear signs of co-governance discourse" The “degree” and “the degree of importance given by the discourse of co-governance to benefits” have a significant positive impact on the awareness of resource mobilization of community actors in the relocation of poverty alleviation and resettlement communities.On this basis,the observation method and interview method are adopted to conduct case analysis on the relocation community for poverty alleviation and resettlement.The case analysis shows the specific function of the independent variables that have a significant effect on resource mobilization in actual scenarios.The study found that the co-governance discourse faced by actors can mobilize the resources needed by the community for precise services.The resettlement community for poverty alleviation and relocation is a special field.Co-governance discourse,action element selection,and mobilization resource link can trigger rethinking of the essential reasons for the participation of grassroots community actors in community construction.The research conclusion reveals the relationship between co-governance discourse and the awareness of resource mobilization of community actors,which is of great significance for understanding resource mobilization in practice and enhancing the experience accumulation of community actors' access to and control of service resources.
