At present,China is in a profound transformation of social structure,the diversity of social ideology is becoming more and more obvious,the independence,variability and difference of he public's thoughts are also significantly enhanced.The idea of moral right and wrong is no longer " black or white",it presents the complex and changeable situation.In recent years in the public opinion events and media reports,"moral decline" is common,the public's desire to reshape morality has soared.From the long term to the practice of "the most beautiful people" set work found,through carrying out publicity,evaluation,recognition,reward,learning and a series of set work and then continuous improvement procedures,as can builds the social atmosphere of civilization mutual aid and friendship already,advocates the positive energy atmosphere of moral goodness,guides the public to be "the most beautiful people",promoting moral construction;as can provide demonstration samples for the establishment and improvement of relevant mechanisms and service functions.As the main urban area of Wenzhou,Lucheng District formulated and implemented the standard for the selection and reward of "the most beautiful people",introducing social resources for the first time and set up "Public Morality Fund",the publicity of typical figures and deeds has attracted the national media to Lucheng for many times.Whether in quantity or quality "the most beautiful people" set work has been leading wenzhou other counties and cities.It has laid the ideological and moral foundation for "Love city,Honest society,Moral high ground".This paper focus on the background of the set work of the "the most beautiful people" figures in Lucheng District and discovery,comparison,recognition,publicity,courtesy,education,learning and other functions,combined with literature search and comparing existing studies,then using survey methods,analyzed the characteristics and functions of set work.Not only it has distinct regional cultural characteristics and mass practical advantages,but also it demonstrates the essence of core values and the spirit of love and kindness.It plays a leading and exemplary role in social morality,professional ethics,rule of law construction,personal conduct,degree of civilization and public management.Although the set work of the "the most beautiful people" has achieved some success,but the set work began late in this area.Through data analysis,interviews,questionnaires and other research methods,it is found that there are the following problems in each link of set work.Including the evaluator's subjective factors influence the review results,the publicity was not widely accepted,the authority and value of honor are not maintained,the set work has limited influence,and so on.This paper combines the practice of Lucheng District and experience of other areas,and summarizes the following solutions.First,improve the scientific and objective selection criteria,including the formulation of comprehensive quantitative evaluation rules,diversified selection of selection categories,strengthen the quality control of candidates,break the quota limit.Second,set up the publicity guidance of diversified moral values,and it needs to be guided by core values,construct the information communication relation of subject and object equality,establish targeted publicity models.Third,establish the moral honor dynamic management system.Including: the system of nonfeasance correction,the systern of withdrawal after violation of rules and regulations,and the systern of daily supervision.Fourth,build and improve support systems for larger dimensions.Including public opinion feedback mechanism,government incentive mechanism,and social cooperation participation mechanism.
