Study On The Problems And Countermeasures Of Illegal Construction In Longwan District, Wenzhou City

Since the 18 th National Congress of the Party,the Party Central Committee pay high attention to overall rule of law,and stepping into New socialist era with legal and modernization governance system is very important in the future.The government of Long Wan Wenzhou keeps in step with the spirit of the Party Central Committee and do everything legally.But in this process,Long Wan is immersed in the problems of illegal construction administrating.In this background,how to do law-based administrating and how to solve illegal construction administrating problems are very important.Thus,this paper is based by this background and wright in five parts.The first part is about the purpose and meaning,and expatiates the study about illegal construction administrating from here and abroad.Meanwhile,the paper sum up these study and extract the essence,and introduce four method of studying.The second part is about basic concepts and basic theories.The paper analyse the concepts of illegal construction and administrating system,especially the theories——Urban Governance Theory and Cooperative Governance Theory——to become the theory evidence of illegal construction administrating and countermeasures researching.The third part analyse the developing background of illegal construction administrating in Long Wan,including primary stage,anti-illegal construction stage and the Big Construction stage.Then the paper introduce the current situation of illegal construction in Long Wan,including features,impacts and sources.At last introduce the pattern of illegal construction administrating in Long Wan,that is dominanted by the bureau of Coordinated Administrative Law Enforcement.The fourth part expatiate the problems of illegal construction administrating in Long Wan,including imperfection laws,low degree of participation by people,hardly balance of interests of dismantling illegal construction,multiple managements and the low level of the department of Coordinated Administrative LawEnforcement.From the analysing we can find the difficulty of illegal construction administrating and it will give the basic of proposing countermeasures.The fifth part expatiate the countermeasures of illegal construction administrating in Long Wan,including establishing and perfecting the law,enhancing the collaborative governance by people,optimizing the balance of interests of dismantling illegal construction,enhancing the daily supervision,enhancing the level of the department of Coordinated Administrative Law Enforcement.These five countermeasures will help solving the five problems in the part four and will provide the effective guidelines of optimizing the illegal construction administrating.
