Grassroots public welfare organization is a voluntary social public welfare organization organized,established and developed from bottom to top by the grass-roots people,which has distinct characteristics of social grass-roots.It comes from the people,takes root at the grass-roots level and understands the actual needs and difficulties of the grassroots people.It is a link and bridge connecting the government and the people,the market and the society.It is responsible for the important task of providing free public services and promoting the overall development of regional economy,society and culture.It is a very important social organization in China Part.This paper analyzes the development and internal management mechanism of grassroots public welfare organizations from the perspective of system,funds,talents and culture.Taking the grassroots public welfare organization "H Love Club " in Wenzhou as an example,it adopts the methods of literature research,case analysis,investigation and research,based on the theory of organizational ecology and system management Theory and other relevant theories,combined with the daily practice of H Love Club,designed questionnaire survey and interview exchange,described the current situation and existing problems of H Love Club and the key points in management.Centering on the dilemma faced by the internal management of the organization,this paper analyzes the reasons from the perspective of the relationship between the system,capital,talent,culture and the four elements,and puts forward scientific and reasonable measures for the improvement of the system,fund raising,talent attraction,cultural construction and the coordination among the four elements.As a framework and tool of analysis,the theory of rationalism,based on fully understanding the basic situation of the four elements of H Love Club,creatively puts forward the coordination relationship among the four elements,optimizes the actual internal management mechanism of H Love Club,and promotes the healthy development of the organization.This paper comprehensively and accurately investigates the problems of Wenzhou grassroots public welfare organization " H Love Club ",analyzes the reasons,explores the specific countermeasures and suggestions of the organization from the four elements of system improvement,fund-raising,talent attraction andcultural construction,promotes the optimization of internal management mechanism,improves the efficiency of the organization,expands the scale of the organization,and makes the organization have more potential for development Internal management mechanism and development also have certain reference value.
