A Study On The Resource Raising Of Social Welfare Organizations

With the acceleration of social transformation, the social organization has developed rapidly in our country and played a more and more important role in social management. Even so, the social organization is restricted by many factors, in the process of development. Resource dilemma is one of the biggest problems facing the organizations, especially the welfare social organization. With the development of social economy in our country, the public demand for public services is higher and higher. The welfare social organizations play an important role in meeting the demand of diversification of public service. However, due to resource dilemmas, the welfare social organization function is severely affected.This article mainly describes welfare social organization present situation of resources raising including policy resources, capital, material resources, human resources and volunteer resource to find problem of resources raising of welfare social organization, and analyzes of the factors of influcing resource raising and attempts to provide the suggestions of resources raising to welfare social organization.This study found that in recent years, registration threshold of welfare social organization decreases gradually and more and more social organizations can obtain legal status, but capital is still the highest demand of the social organization. In the Policy resources, as the registration and management system reform, registration threshold of welfare social organization gradually reduce, but the tax system still has limitations, poor practical; in the Fund-raising, the income of social organization is not high, the vast majority of the organization income can barely survive, in view of the existing financial difficulty, only a small number of organizations have attempt to introduce the market mechanism to provide services or goods; In the material resources, the welfare social organization usually leases office by themselves or the department in charge of the business provides the office and the scale of fixed assets is generally low; in the human resources, social organization is lack of the sound system of human resource management, small scale of human resources, low degree of specialization, the volunteer is a severe lack of resources. Through the present situation of resource raising description,we found that the resource raising ability of the welfare organization is relatively insufficient and the weak external support and chaos in the internal governance are the main factor to influence organizational resources to raise. At last,the author provide the suggestions of resources raising to welfare social organization from seeking the external environment support and constructing the internal governance system.
