Comprehensively Deepen The Research On The Relationship Between Government And Enterprises In The Development Zone Under The Background Of Reform

As government reforms enter deep-water areas and state-owned enterprise reforms are further deepened,local governments continue to explore and innovate.The development zones are test fields for reform and innovation.The management committees and state-owned enterprises in various development zones continue to explore innovation in systems and mechanisms to give full play to the leading role of the vanguard.Under this background,it is of great significance to reorganize the development stages of the government-enterprise relations in China's development zones,and it is also important to scientifically judge the development direction of this relationship.This article first summarizes the four development stages of China's development zones since the founding of the country from the perspective of deductive induction and comparative analysis,that is,"element accumulation ?large-scale growth ? growth conversion ? reform and development",and the changing process of China's government-enterprise relations,"Planning control ?Letting powers go to market ? Market-led ? Service-oriented government".In the change of government-enterprise relations,the role of the government has completed the transition of "regulator ? oarsman ? helmsman ? servant".The autonomy of enterprises has also gradually improved,and government and enterprises have gradually separated and cooperated with each other.This development trend of government-enterprise relations coincides with the inherent requirements of the fourth stage of the development zone.The management committee keeps simplifying administration and decentralization,continuously improving service level and service efficiency,speeding up the rationalization of government-enterprise relations,and improving the modern enterprise system will be the core of innovative government-enterprise relations.Further in the case analysis of Huai'an Development Holdings Limited,it is found that the current government-enterprise relationship is dominated by the "one-in-one" model,and the problems of confusion between government and enterprise,regardless of political capital,imbalance of social function and economic function of enterprises are prominent.The innovative development of the government-enterprise relationship in the Huai'an Economic and Technological Development Zone should focus on specific issues such as the transition of government administration to services,the innovation of market-oriented enterprises,and the improvement of cooperation and supervision mechanisms between the two.While straightening out the relationship between government and enterprises and promoting separation between government and enterprises,actively promote efficient cooperation between the two sides.
