Since the beginning of this year,Guangdong Province has issued the Circular on the Development of a Year of Statistics and grass-roots basic Construction in a Strong Statistics Province of Major Economic Provinces,vigorously promoting the activities of the Year of Statistics and grass-roots basic Construction,which has reached an unprecedented level of attention to grass-roots statistical work and grass-roots statistical staff.However,at present,there are many problems in the grass-roots statistical work team,including structure is still unreasonable,be short of statistical talent,and the statistical staff lack of professional competence.Shantou City,as one of the main cities in eastern Guangdong,has a large group of statisticians and a unique humanistic environment.The development of statistical work in this city has its universal characteristics and its unique characteristics.How the competence of the grass-roots statistical staff in this area,is the key to decide whether they can adapt to the increasing requirements of statistical work.And this is also the main question going to discuss in this paper.This study mainly adopts the combination of quantitative research and qualitative research to study and discuss the competence and improvement countermeasures of the grass-roots statistical staff in J district.According to the results of this study,the grass-roots statistical staff in J district have certain political literacy,statistical work ability and personal literacy,but generally lack of a deep level of statistical professional ability.There is still a big gap between the job requirements and their statistical analysis ability,statistical work planning ability,statistical innovation ability.There are also some problems in the construction of statistical team,which are mainly reflected in the low recognition of statistical position,weak theoretical and professional knowledge,the lack of training,and the imperfect performance appraisal.Facing the problems that has mentioned,this study combined with the results of interviews,put forward some suggestions and countermeasures that can improve the competency level of grass-roots statistical staff in J district,including: establishing a competency-based statistical team building system,establishing competency-based employment and communication mechanisms,establishing competency-based training and learning mechanisms,and establishing competency-based performance appraisal and promotion mechanisms.I hoped that the relevant suggestions that put forward in this study can provide some reference basis for relevant government departments and institutions to improving the competence of grass-roots statistical staff and the construction of statistical teams,so that the working level of grass-roots statistical teams can be improved in order to adapt to the new work under the new form,and at the same time,statistical work can make greater contributions to social economy,human development and the livelihood of the people.
