Research On The Internal Governance Structure Of Private Undergraduate Universities In Shaanxi

Since Reform and Opening,together with economic and social development,people's living standard has been greatly improved and private higher education has been developed in a fast way.Private higher education has been listed a key position in China's higher education.As a large province in China's education,Shaanxi private higher education has gained superiority in the country through its 30-year growth.In 2011,Shaanxi Provincial Government decreed < Guide to Furthering Support and Regulations on Private Higher Education>,which accommodated a regular gateway to development for Shaanxi private education.In the booming expansion,however,establishment of modern university system has become imperative all over the world.In China,private higher education sees intense competition so the regular management and quality insurance have been made core factors in the competition and its is the same with that in Shaanxi.Institutions with better management have gained prominent advantages in attracting good academic and recruitment resources.To Shaanxi,reform of interior management system must be implemented in order to improve education quality,to attract excellent resources and to ensure healthy development.Under the gradually improved macro policy,the interior management system has been made an important factor in enhancing core competence and a key for sustainable development for Shaanxi private higher education.Therefore,it is very important to focus studies on the structures of interior governance to ensure Shaanxi leading position in China's private higher education.Based on the theory of education discipline and corporate governance structure,this article centers around 9 private institutions in Shaanxi on the interior governance structure.This paper places the interior management system against the background of educational transformation and development following national and international relevant theory researches and specific studies on Shaanxi private higher institutions.It has made comparisons in current situation and experiences of interior management with private institutions in the USA and Japan through connecting policy demand by the government on the interior governance structure.Presented in this paper is the evolution progress and current situation of interior governance structure amid Shaanxi private institutions.The major problems lie in the inappropriate corporate governance structure,irregular behavior management,irregular financial management,imperfect party organizations,and no guarantee for legal rights or interests of the faculty.It shows that political party build-up,corporate governance structure,team spirit,regulations and quality of staff are the influential factors of interior governance structure in Shaanxi.Also,it raises the pathway to furthering party build-up,innovative corporate governance structure,high expertise governance team,perfect regulation construction and improvement of staff quality.
