University Internal Governance Structure Of The Modern University System

This paper is focuses on the research of the interior management structure of Chinese universities guided the modern university system. Bases on comprehensive analysis of the interior management structure of university in developed countries and combining China' s own futures, this paper also discusses the reform in the interior management structure of Research Universities in China and shows a reference chart of interior management structure of university.The modern university system works on the management of the university, which plans and controls the development of the university on the basis of its academic essence.According to organizational layer, the university system can be mainly divided into the government management system, the public partcipatory system and the university self-governence system. The interior management structure which refers to the combinative situation among the interadministrative apparatus, is typically characterized with the combination of academic power, administrative power and the political power dominated by Party Committee in Chinese universities. Therefor ,how to deal with the connections among the three is a key point to interior management. While the right of supervision in currently internal administrative structure of Chinese universities is over concentrated, which causes the failure to distinguish between the Party and government functions and makes the humble position of academic power, as this kind of situation, the thesis offers a series of analysis of the internal administrative structure in Chinese universities, suggests a stage way from ideology transforming to establish a standard system, the author constructs a proper internal manage structure in the hope of contributing to the reform in interior management structure of Chinese universities.
