The Study Of Building Modern University System Based On The Corporate Governance Structure

The construction of the modern university system has become a hot topic in the field of research on higher education in China. On the basis of organizing existing literature, this paper proposes that we should learn from the excellent experiences of other countries and regions to establish the modern university system in our public universities. We should adjust the mutual relations between the universities and the government, the society as well as the internal stakeholders proceeding from the corporate governance structure. In recent years, it has made great achievements on the development of our public universities. However, there are still many problems in external management and internal running. In the external management, the government functions beyond or with absence of authority in the management of universities, resulting in the difficulties in achieving the autonomy in running universities. Also the society has low participation in running schools. In the internal running, on the distribution of power within the university, the administrative power is excessive concentrated and the academic power is hard to be guaranteed, the right of teachers and students’democratical participation is marginalized. The incompleteness of corporate governance structure at the universities directly affects the development of our public universities, and delays the academic freedom and obstructs the construction of our modern university system.We can set up modern university system in line with our national conditions by establishing internal and external security system of our modern university system. On the external security system, the government should transform its functions and return the autonomy to the universities. The society should encourage the communities to participate in running universities and provide them support and supervision. On the internal security system, we should establish the corporate governance structure complying with the development of the modern universities and achieve the decentralized governance among politics, administration and academic within the university.
