In recent years,governments at all levels have introduced lots of policies that support the rural education development,which in order to improve the level of rural education development and promote the balanced development of education.As an important initiative,the rotation exchange between urban and rural teachers,have atrracted widely attention from the theoretical and practice workers.Combing the related documents,it concluded that researchers have explored the significance,patterns and system guarantee of the rotation exchange between urban and rural teachers,obtaining abundant theoretical results.However,in practice,the researchers in focused on the problems and countermeasures of the teacher exchange,most of which are empty discussions and list of imaginative ideas,ignoring the intrinsic association and the advising to the reality.In regard of the issues above,the author have prepared the questionnaire and interview outline on the basis of learning lots of literature.The investigative objects of the questionnaire are the teachers from two secondary schools in Jinan.Through the questionnaire,we can grasp the situation,analyze the reasons and problems,and put forward the countermeasures to improve the exchange finally.The research is divided into four parts:The first part,introduction.The passage is made up of five parts: statement of problem;conceptual definition;research status and trends;research purposes;research methods.It is the introduction that clarifies the necessity of the rotation exchange between urban and rural teachers.The second part,the investigation and analysis of the the rotation exchange between urban and rural teachers.The passage consists of seven parts: the basic situation of rotation teachers;the understanding of rotation policy;the specific provisions and supporting measures;the influence to the teachers,students in the rotation school;the life and work issues.The seven parts do facilitate me to find out the situation and analyze the data.The third part,the problems and reason about the rotation exchange.The main problems are: the misunderstanding of urban and rural teacher rotation communication policy from the secondary school teachers;low rotating enthusiasm of the secondary school teachers;incomplete urban and rural teachers rotation system mechanism and supporting mechanism;increased workload of rotation teachers and overall wage decreasing.The main reasons are: economic development;lacking of supporting measures;rural school with limited funds and low speed development;insufficient management and guidance for rural teachers in urban schools;teachers themselves.The fourth part,to perfect the countermeasures for the secondary school teachers' rotation exchange in urban and rural areas.It mainly includes three aspects:respectively propose countermeasures from the perspective of government,schools and teachers: promoting the urban and rural teachers' rotation exchange from an economic and institutional perspective;strengthen propaganda,improve the life and working conditions of rotation teachers;transform cognition and pay attention to the rotation.
