Although the level of economic development in China is increasing, the urban-rural dual structure has become more significant at the same time. In order to seek a better working and living environment, many rural teachers flow to urban school, which intensify the imbalanced development of urban and rural education, especially allocating of teacher resource. The unreasonable allocation of faculty resource will inevitably lead to inequality development of urban and rural education, thus affecting the realization of educational equity. Exchange policy between urban and rural teachers will promote teachers’ professional development and integrate the faculty resources of both urban and rural, thus both the rural and urban can develope synchronously and the students can share equal faculty resources. Although China has promulgated a number of policies on the exchange of urban and rural teachers, many problems still exist in the implementation of urban and rural exchange due to various factors.Firstly this paper reviews the related research on China’s existing urban and rural teachers exchange policy. We select teachers from H County of Anhui Province to do the questionnaire which centre on the theme of "urban and rural teacher exchanges" and combine with the reality. The questionnaires are about the situation of urban and rural teacher exchange in H County including three basic elements of the new institutionalism theory, which is composed of regulatory, standardization and cultural-cognitive.Secondly, through analyzing and summarizing the research results, found that there are a series of problems hindering the exchange of teachers in urban and rural areas. The reasons are the education of legal system is not perfect, the function of the education is lack of necessary enforcement machinery. Short of evaluation and supervision mechanism hindered the implementation of functional mechanism of education; tradition official standard, school-based ideas make detrimental effect on inherently unsound exchange management; imperfect implement and operation of urban and rural teacher exchanges and lack of coordination guidance from institutions; teacher value idea is backward, and lack of education belief; insufficient awareness of exchange policy and low approbation degree to teachers.Finally, according to the reasons, combined with related educational and economic theories, this paper puts forward effective suggestions for H county urban and rural teachers exchange policy. The effective proposals to enhance the policy in H country are:strengthen the construction of urban and rural teacher exchange laws and regulations; improve the supporting facilities to safeguard teachers’ legitimate rights and interests; establish dynamic concept of teacher management and teacher development; set up information network management system and standardize teacher exchange program; improve the quality of leaders and teachers, establish communist beliefs about education. For a better urban and rural teachers exchange in H Country and balanced development of education in rural and urban areas, urban and rural teacher exchange policy should be promoted.
