The Third Plenary Session of the 18 th CPC Central Committee proposed to“coordinate the balanced allocation of urban and rural compulsory education resources and implement the standardized construction of public schools and the exchange and rotation of principals and teachers”.It is required in the Notice on Printing and Distributing the Implementation Plan for Promoting the Substantive Reform of Education Group in P District issued by the government office of P District,Shantou that S education group aims to promote the balanced development of the group’s substantive schools and launched the exchange and rotation of urban and rural teachers within the group in August 2020,in order to give full play to the demonstration and leading role of backbone teachers,vigorously improve the professional level of teachers in rural areas,and strive to build a team of teachers with excellent quality,reasonable structure and meeting the needs of educational reform and development.This study takes the S education group affiliated to the researcher’s work unit as the survey object,focusing on the current situation,existing problems and optimization strategy of the exchange and rotation of primary school teachers in urban and rural areas under the background of group school-running.Based on the literature research,the investigation and research method is adopted in this study to design the corresponding questionnaire and interview outline for the research problems,and make a field investigation to understand the current situation of the exchange and rotation of primary school teachers in urban and rural areas of S education group.The researcher conducted a questionnaire survey on 21 teachers who participated in the group’s exchange rotation in the first academic year,interviewed 16 teachers,middle-level cadres,school principals and group leaders,analyzed the impact of teacher exchange rotation on the balanced development of education in urban and rural areas in group school-running,and put forward suggestions and ways to promote the improvement of teacher exchange rotation,which is hoped to make contribution to the theoretical discussion and practical work in this field.The following research conclusions are reached through questionnaire survey and interview:1.The group’s exchange rotation time is fixed and the form is reasonable.The group has formulated a work plan and management system.Teachers have more actively participated in and well adapted in and devoted into the work.2.The exchange rotation schools formulate relevant plans and systems by themselves,strengthen organization and management,and build a platform for teacher education and teaching exchange.3.There is a large gap between the source of students in urban and rural schools.Teachers timely adjust teaching and learning methods,strengthen communication and cooperation through peer assistance and exchange and discussion of teaching and research groups to promote the exchange of teaching and research.4.The teaching and research atmosphere of urban and rural schools is slightly different.The professional ability of exchange teachers has been improved,which drives and benefits the teaching and research group and lesson preparing group of rural schools to form a strong atmosphere of discussion and sharing.5.The group regularly guides the work of exchange and rotation and evaluates the exchange teachers at the end of the term,but there is no evaluation mechanism for the exchange schools.To truly promote the balanced development of urban and rural education,long-term and orderly promotion of teacher exchange and rotation is an important way.The group can learn from the experience of advanced areas and further improve the exchange implementation plan;implement the detailed rules for the teacher exchange and rotation in urban and rural areas,and improve the supervision and evaluation mechanism;clarify the purpose and significance of exchange and rotation,so as to promote sustainable and long-term development and realize the balanced development of teachers and education and teaching in urban and rural schools within the group.
