In China, the imbalanced development of urban and rural education resulting from theurban-rural dual structure becomes more and more prominent. In order to promote the balanceddevelopment, our government implements the strategy of the exchange of urban and ruralteachers, which can help optimize education resources and realize educational equality in theway that educational resources are guaranteed fairly for both urban and rural students. Based onthe research on the implementation of the strategy of the exchange of urban and rural teachers inTianqiao, one district in Jinan City, this paper discusses acquired achievements and existingproblems, all of which do their part in perfecting this strategy. It includes three parts.Chapter One is an overview of the educational background of Tianqiao District.Implementing the strategy of the urban-rural integration of educational resources leads us to stepin bridging the educational gap between urban and rural areas.Chapter Two does a research on the implementation situation of the exchange policybetween urban and rural teachers. Some problems are found: few people knew this policy; urbanand rural teachers have an impure motive; the traffic conditions of rural areas are not convenient.Chapter Three provides some solutions for the problems mentioned in Chapter Two. Forexample, the publicity on the exchange policy between urban and rural teachers should beenhanced, this policy should be strictly monitored, and, what’s more, the positive role ofExcellent Teacher should be fully strengthened.
