China’s social and economic development is unbalanced,so there is a big gap in the quality of compulsory education between urban and rural areas.Therefore,the party and the state have successively issued policies and regulations to promote the equalization of compulsory education resources and the fairness of compulsory education quality.Among them,the system of teacher exchange and rotation is one of the core policies,which aims to realize the resource sharing of teachers’ team building and the professionalization of teachers’ growth with the help of exchange learning between urban and rural teachers.However,due to the influence of educational philosophy,educational system,management mode and school conditions,the system of exchange and rotation of teachers between urban and rural areas is not smooth in its implementation,and faces many difficulties.What factors restrict the effectiveness of the exchange and rotation of teachers between urban and rural areas,and how to solve this dilemma is worthy of in-depth discussion.Taking the teachers of D Primary School in Lanshan District of Rizhao as the research object,this paper grasps the implementation of teacher exchange rotation in this school through questionnaire survey and field interview,and concisely sums up the factors that affect its smooth development,pointing out the current dilemma of teacher exchange rotation in practice,and then puts forward the strategies to solve the practical dilemma of teacher exchange rotation based on the theory of teacher professional development,balanced education development and education equity.The first chapter explains the research origin,research significance,related academic history,core concepts,research methods and research ideas,etc.,which lays an epistemological foundation for the follow-up research.The second chapter summarizes the education equity theory,education balance theory and teachers’ professional development theory involved in teachers’ exchange rotation,and provides a theoretical framework for the research.The third chapter explains the object selection,content selection,material collection and processing methods,data statistics and analysis mode,etc.The fourth chapter,relying on the results of data analysis,comprehensively and systematically presents the actual situation of teachers in case schools in the process of exchange rotation,paying special attention to teachers’ satisfaction with exchange rotation and its impact on teachers’ professional development.The fifth chapter discusses the factors that restrict teachers’ professional development from the subjective and objective aspects,and deeply grasps the realistic dilemma of teachers’ professional development under the background of current exchange rotation.The sixth chapter focuses on the challenge of teacher exchange rotation between urban and rural areas to teachers’ professional development,while the seventh chapter puts forward feasible strategies for teachers’ professional development under the current exchange rotation background,and points out the value guidance of educating people.Strengthen the practice of teachers’ professional development.Perfecting the institutional guarantee of teachers’ professional development is a feasible way to improve the quality of teachers’ professional development.
