In accordance with the spirit of the National “Thirteenth Five-Year” Plan for the development of education,education must undertake the historical mission of achieving the great rejuvenation of the Chinese nation and the Chinese dream.And it is social responsibility of institutions of higher learning to insist the education in socialism with Chinese characteristic.The famous Russian educationist usinsky once said that there are three elements in a school: one is administrative management,the other is education,and the third is research.The administration of colleges and universities is the basis for the university to realize its two major social functions: teaching and research.The scientific and modernization of administration in Chinese universities is an important symbol of the socialist party's educational policy and political civilization.Since the reform and opening up,colleges and universities have made gratifying achievements in terms of administrative management in accordance with the State Council's "Several Opinions on Deepening the Reform of the Higher Education System",but there are also many deficiencies and problems that have been discussed.The administrative management of universities should improve the effectiveness of management and optimize management mechanism by several methods.Such as management philosophy,the quality of administrator,the scientificity and modernization of public administration.The research on this topic has certain practical and theoretical significance for the reform of colleges and universities in our country and the optimization of university administrative management system to improve the optimization of the administrative system of colleges and universities in our country.This article centers on the various dimensions of the measurement of the effectiveness of university administration and the evaluation criteria system.It evaluates the effectiveness of administrative management in Qinghai universities without considering objective factors such as the scale of schooling and qualifications,including the management capabilities and management goals.Through the analysis of the effectiveness of management,it is found that the ideal and behavioral conflicts exist between administrative power and academic power in Qinghai's colleges and universities.And the conflicts can be presented from four ways: management thinking,institutional innovation,teacher development environment and training system and administrative decision-making levels.The concept,which is the effectiveness of university administration,is proposed to pay attention to how optimize the resource allocation,management system and objects and composite mode of school management and resource allocation without considering aptitude of university,land,technology and the condition about level of teacher.And then the paper proposes management strategies in terms of management concepts,institutional innovation,power distribution,and improving the level of decision-making.
