At the beginning of the establishment,the national sports federation shouldered the important task of the country.It not only managed the popularization and promotion of corresponding sports events,but also represented China to participate in the corresponding international organizations to lead the development of our country towards the trend toward more popularization and internationalization.Under the general background of actively advocating the rule of law and simplifying state affairs and decentralizing power,national individual sports associations carying heavy responsibilities should also evaluate the situation and balance the "rule by law" with the autonomy of associations to make the association better and more Healthy development This article is divided into four chapters,each chapter is probably as follows:The first chapter is the introduction.The background and significance of the study are elicited,and the main concepts of the paper,such as autonomy,the rule of law,and good governance,are explained.The related research concerning the content of the article is reviewed.According to the qualitative characteristics and needs of the study,three methods of literature,case analysis and comparative analysis were used to develop the study of this paper.The second chapter is the study of the need for autonomy in the governance path of national single sports associations.First of all,the reasons for the history of the Association's self-government economy and the professionalism and specificity of the sport are the reasons why the government's role as the helm of the government under the governance theory also casts the role of the Association's "occupants" and the government that has Under the implementation of the policy,the nationwide individual sports associations have further consolidated their power for self-government.Secondly,the professionalism of the industry associations,the contractual nature and autonomy of the civil society have laid a solid theoretical foundation for the Association's autonomy.Finally,the concrete cases of the problems that the Association has encountered in the process of self-government are drawn out.Therefore,the conclusion drawn from this chapter is:Although autonomy is an innate and irreversible governance path,it is also the path of all other governance.Basic,but autonomy also has its own problems,and of course these problems also need the constraints of the rule of law.The third chapter is the research on why the rule of law is needed for the governance path of individual sports associations nationwide.At the beginning of the chapter,the types of sports disputes and dispute resolution mechanisms are introduced to facilitate a better understanding of the subjects targeted by the rule of law.The actual development of the association is also full of many problems.First of all,it is still controversial whether or not the association can be sued.Second,in the course of the association's governance,when the dispute occurs,whether the corresponding relief measures can keep up.And whether the expansion of power brought about by the autonomy of sports itself has a corresponding supporting supervision mechanism and a review mechanism.In response to a series of problems with self-government,the article puts forward the rationality,legitimacy and necessity of the governance of the Association's rule of law,and at the same time exemplifies the Bosman Act,a typical example of successful rule of law in the world's sports associations,to show that justice can be involved.Association governance perspective.This article believes that the path of the rule of law needs to comply with the three principles of system and procedures,insisting on the review of procedures and exhausting internal relief.Although the rule of law has its own advantages,excessive intervention by the rule of law is bound to plague the development of the association.In order to make the governance of the association reach Pareto optimality,it leads to the governance of good governance in the latter chapter.The fourth chapter is the study of the governance of the individual sports associations in the country towards good governance.The Bosman Act that shocked the world not only allowed us to see the involvement of the judiciary in the governance of the association,but its negative impact must also attract the same attention.Based on the understanding of the theory of good governance,this paper puts forward three basic requirements in the process of good governance of the association,that is,the first must be based on a good law.The second is to ensure the scientific nature of the form.The third is to have the right value goal.On the basis of clarifying the relationship among autonomy,the rule of law,and good governance,several key suggestions for good governance governance are given.The final conclusions reaffirm the viewpoint of this article:The national single sports association governance path is a governance path from self-government to good governance:Although the autonomy of the national single sports association is natural and reasonable,self-government cannot be separated from the legal framework.Although there are advantages,but also to ensure the sustainable development of the association,the pursuit of the best Pareto good governance has become the goal of the national single sports association governance path.
