| Streamlining administration,delegating power,combining decentralization and optimizing services are major measures taken by the State Council to promote the reform of the administrative system and reshape the new governance structure of the government,market and society.They provide solutions to the dual problems of the development of individual sports associations and the transformation of government functions.In the new era,China’s sports social organizations bear the role expectation given by the new era.In order to realize the role transformation in continuously deepening the reform of "release,management and service",it is urgent to improve the internal governance of individual sports associations and other social organizations and strengthen their own governance ability.At the same time,with the increasingly smooth relationship between politics and society,the focus of the construction of China’s individual sports associations will gradually shift to internal governance.On the basis that the external environment has been improved to a certain extent,the internal governance of individual sports associations will naturally become the focus of further research.Improving the internal governance of a large number of local individual sports associations has become an unavoidable core issue.This study comprehensively uses the research methods of literature,case study,investigation and historical research,based on "Why are there obvious differences in the internal governance of different local individual sports associations under the same institutional environment?What factors restrict the development and improvement of the internal governance of local individual sports associations?" Put forward the proposition of internal governance strategy of local individual sports associations,put forward the concept of local individual sports associations from the perspective of"common interests",and preliminarily put forward the connotation and constituent elements of the concept of internal governance of local individual sports associations in combination with stakeholder theory,principal-agent theory and the theoretical basis of previous studies,Analyze the multiple logic of the development of local individual sports associations,clarify the key to the governance of individual sports associations,and then conduct exploratory,descriptive and systematic analysis in combination with the practical cases of local individual sports associations with different resource endowments,so as to explore the influencing factors,morphological characteristics,practical difficulties and optimization strategies of the internal governance of the association.The following conclusions are drawn:(1)The internal governance of local individual associations has been practicing the governance form of Elite Governance,corporate governance and their mixture,and shows the characteristics of clustering.Due to the different sources of organizational authority of local individual associations with different resource endowments(market-based and mass based),their internal governance forms are also different.The institutional factors affecting the differences in internal governance forms of local individual associations are mainly the result of their own rational choice,which is based on a certain social background,affected by institutional elements such as legal system and organizational environment,and selected and evolved based on their own characteristics.Its morphological characteristics are mainly reflected in the differences in the sources of organizational authority,sources of funds,deliberation and decision-making,normative methods,relationship networks,organizational effectiveness,organizational legitimacy,organizational scale and so on.(2)At present,there are many problems in the internal governance of local individual associations.In terms of internal governance system,there are institutional difficulties such as imperfect construction of laws and regulations system,formulation and formatting of articles of association,lack or difficult implementation of management system,resulting in insufficient effectiveness of "hard law" regulation and"soft law",and internal governance is a mere formality.In terms of internal governance structure,it is faced with the dual dilemma of Elite Governance paradox and the virtual existence of corporate governance structure.In terms of internal governance mechanism,it is faced with practical difficulties such as the lack of incentive and restraint mechanism,imperfect democratic mechanism,imperfect self-supervision mechanism and the urgent need to improve the party construction mechanism,resulting in the low efficiency of internal governance of the association.(3)Clarifying the governance ideas of local individual associations is the key to solve the problem.The governance of individual sports associations is a process of changing from other governance to autonomy and finally achieving good governance."Other governance" and "autonomy" are both means or ways,which are inseparable from the framework of"governing the body according to law" and the coordination of stakeholders according to law.At the same time,the internal governace of local individual sports associations depends on their own resource endowment and other characteristics.For the association with corporate elite internal governance,we should fully affirm the outstanding contribution of the association’s elites,encourage them to play a greater role by strengthening the incentive mechanism,strengthen institutional constraints and improve the level of democratic governance of the Association;For the association with elite internal governance form,we should improve the relevant system design,especially the corporate governance system,restrict the power of the elite,enrich the types of elites,improve the quality of the elite group of the association,promote the formation of the situation of Cooperative Governance Association with external elites,and gradually guide its transition to the corporate elite internal governance form;The Corporate Governance Association should further improve the corporate governance structure,internal governance system and relevant mechanisms,and form a healthy and orderly development industry association that is autonomous according to law.(4)The specific implementation paths include:perfecting the association’s articles of association,perfecting the human resource management system,perfecting the information disclosure system,perfecting the internal governance system,and building a soft law system with the articles of association as the core;Surpass the elite governance form and improve the corporate governance structure with the articles of association as the core;Establish an incentive mechanism,restraint and punishment mechanism,internal and external supervision mechanism and Party building mechanism of trade associations to strengthen the internal mechanism construction of the association and standardize the power operation of the association.In addition,we should improve the system of laws and regulations,reaffirm the "non-profit" and strengthen the supply of supporting policies and systems,so as to improve the internal governance support system of local individual associations. |
