Research On Social Work Services For Street Sleepers Under The Case Management Model

Homeless people are a special group in the city.They live in the periphery of mainstream society for a long time,without fixed residence,economic income,and face more risk factors.In 2014 the state council before the signing of the "interim measures for social relief',in view of the outlier services provided by the government,service form is relatively single,however,the problem of outlier is not just physical defects caused by inadequate,personal ability,they face the demand is not only a physiological level of food and clothing,safety,etc.Therefore,it is very important to intervene in professional social work with respect,acceptance and individualization as basic values.H agencies is one of the few institutions in the country to carry out social work services for the homeless,and has accumulated more project experience.In the summer vacation of 2017,I participated in the practical project of Beijing H social engineering office as an intern.H agencies during the internship I find,a social worker at work more USES is a kind of comprehensive financial service strategy,case management model,it is suitable for the effective access to resources can't egotism,both in the short term for solving the practical problems,director and have confidence in the director and social workers in the process of service,maintenance of professional relations,enables the service efficient and rapid completion of outlier in social work service,is one of the most effective mode of practice.Of course,it also has some disadvantages,which is not a universal model applicable to all homeless people.The imperfect welfare system and the limitations of the problem orientation may affect the effectiveness of the service.Therefore,this article will take the ecological system theory as the basic analytical framework,discuss the case management model in practical application in the process of social work service homeless people,results,and existing problems.On the research idea,in this paper,the author will adopt a holistic analysis and concreteness analysis method of combining the,first of all,show the group features of outlier and agency service strategy according to these characteristics,and in the case of some grasp of the overall situation,select a representative of the typical case analysis,in order to complete case management model in the outlier in the service process of concrete practice.Finally,this article through the case analysis found that:first,the problem of outlier is to present the cluster,because they interact with the social environment in the imbalance problem comes from the lack of resources or obstacle,is caused by multiple factors together,so the direction of social work intervention should also be diverse.Secondly,in outlier social work service,main is to solve practical problems,remove director's current crisis as a result,more suitable for a short-term,rapid and effective integrated working mode,and case management model is such a method.Moreover,the researchers also found that the implementation of case management needs a perfect social welfare system as the support,and the social welfare system is not sound is main factors hindering the development of the social work service homeless people.
